Georgia's intangible recording tax is calculated on the full new loan amount β not the cash you take. Refinance $250K into $340K and you're taxed on $340K ($1,020 vs. $750 on a rate-and-term).

USDA doesn't offer cash-out refinancing at all. FHA and VA do, each with their own equity rules.
