Birmingham City Council have announced that from September 2023, all HMO's will have to be licenced, not just 5 bedrooms and above. That means 3 and 4 bed HMO's previously unlicenced will now require a licence and will have to confirm to the same standards as licenced HMO's.

If the licencing policy follows the same format as for current HMO's that means they will notify your lender that you are applying for a licence. So if you have a mortgage and it is not a BTL mortgage or a HMO mortgage, that could present problems for you.
