Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY) was honored to welcome Rear Adm. Omarr Tobias, commander of NAVFAC Pacific, during an all-hands at Hickam Memorial Theater on Joint Base Pearl Harbor-Hickam, May 6, 2026.

The morning brought the command together for leadership insight, recognition and meaningful discussion on the future of the Shipyard Infrastructure Optimization Program, project ex*****on and operational readiness. Rear Adm. Tobias spoke on the importance of teamwork, trusted communication, accountability and strong partnerships in overcoming challenges and delivering successful projects that support the fleet and the warfighter.

The event also highlighted the incredible people behind OICC PHNSY’s mission and the continued progress being made. Rear Adm. Tobias joined Capt. Chris Coggins, commander of OICC PHNSY, and Mr. Daris Cook, deputy of OICC PHNSY, in recognizing personnel for their hard work, professionalism and dedication to the command.

Personnel recognized during the event included Lt. Cmdr. Dallas Smith, who received the Navy and Marine Corps Commendation Medal; Builder 2nd Class Charles Loucraft, who received the Navy and Marine Corps Achievement Medal; and Ms. Lea Sims, who was honored for 10 years of service and received a commander’s coin. Coins were also presented to Mr. Layne Hazama, Mr. Phil Tourangeau, Ms. Jenifer Buck, Ms. Lady Abayon, Lt. Nathan Rodriguez, Mr. JV Fuamatu and Mr. Shaun Gokan for their outstanding contributions to the team.

Fair winds and following seas to U.S. Navy Cmdr. Nicholas Brown as he retired after more than 20 years of honorable service to the nation.

Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY) leadership recognized Brown, the command’s executive officer, during a retirement ceremony held aboard the USS Missouri on Ford Island, Hawaii, May 1, 2026. Surrounded by family, friends, colleagues and fellow service members, Brown was celebrated for a career defined by leadership, dedication and unwavering commitment to the Navy mission.

Commissioned through the Naval Reserve Officer Training Corps in 2004, Brown left behind a lasting impact on the commands and communities he served throughout his naval career. Mahalo for your service and continued leadership.

This is a time dedicated to honoring the unparalleled courage, commitment, and sacrifice of everyone who has ever worn the uniform of our Armed Forces.Throughout this month of remembrance—a time that holds the historic milestone of Victory in Europe Day and leads up to the solemn reflection of Memorial Day—we pause to express our deepest gratitude to our Soldiers, Sailors, Marines, Airmen, and Guardians.
