Please welcome our newest NAVFAC Command, Officer in Charge of Construction Puget Sound Naval Shipyard (OICC PSNS), led by Capt. Troy Brown.

Brown assumed command of OICC PSNS as its first commanding officer August 28. He will lead a specialized, dedicated team providing on-site construction oversight, engineering, and contracting authority over a once-in-a-generation, multi-decade recapitalization of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), centered around the proposed historic construction of the Multi-Mission Dry Dock.

NAVFAC Pacific Commander Rear Adm. Omarr Tobias served as the presiding officer and keynote speaker during NAVFAC Northwest’s change of command ceremony held Aug. 28 in Washington state.

Let’s welcome Capt. Bob Stiles as he relieved Capt. Preston Taylor as commanding officer of NAVFAC Northwest.

Great news from the Pacific Northwest!

NAVFAC Pacific Commander Rear Adm. Omarr Tobias and Navy leaders took part in a ribbon-cutting ceremony Aug. 26, which marked the completion of the seismic retrofit of Dry Dock 4 at Puget Sound Naval Shipyard & Intermediate Maintenance Facility.

Team NAVFAC Northwest executed the $377.7 million modernization project contract, which reinforced the structural integrity of the historic dry dock against future seismic events as a part of the Navy’s Shipyard Infrastructure Optimization Program.

It was all hands on the dry dock last Wednesday for a ribbon cutting at Dry Dock 4!

“This is a great milestone, delivering capacity back to the shipyard – with added resilience and much-needed improvements,” said Mark Edelson, the program executive officer for Infrastructure and Expeditionary (PEO IE). “This has been a tremendous team effort among the Navy and industry, taking an urgent need, developing a collaborative, innovative contracting and engineering solution, and keeping the shipyard operating while preparing it for the future. Careful planning and rapid ex*****on are hallmarks of SIOP, and I applaud all the stakeholders for achieving this success.”

The incredibly successful project brought together many Navy teams, including PMO 555 Shipyard Infrastructure Optimization Program - SIOP, PSNS & IMF on the Waterfront, Naval Base Kitsap, NAVFAC Pacific and NAVFAC Northwest to deliver Fleet readiness at the shipyard.

Dry Dock 5 (P-209) Construction Progress Update | August 2026

August brought continued progress across the P-209 Dry Dock 5 project for the Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY).

The team added a second temporary concrete batch plant onsite to support construction of the dry dock walls. For perspective, Oahu has six permanent concrete batch plants, while P-209 now has two dedicated to this project.

Deep below the water’s surface, crews placed 300 cubic yards of leveling course for the dry dock pump well, which will help remove water from the dock. Crews are now preparing the reinforcing steel for the next underwater concrete slab.

Across the project, crews are also installing utilities, placing underwater concrete, and building the waterfront walls. The team reached an important milestone by driving the final pile for the east wall and completed the concrete foundation for a new electrical substation, while making progress on concrete grade rail beams.

Each of these milestones brings P-209 one step closer to delivering modern infrastructure that will support fleet readiness for years to come.
