After more than two decades in government, Kim pursued the CPFO as a personal and professional goal. Balancing certification with a full-time job required discipline and consistency, but the experience strengthened knowledge she uses every day and reinforced her commitment to her career. Today, we're celebrating Ken Guy, a 2026 recipient of our Recognition for Outstanding Public Service Award.

Since becoming finance director for King County in 2004, Ken has led with a strong commitment to ethics and equity. His leadership helped the County maintain an AAA bond rating and achieve 44 consecutive GFOA Certificates of Achievement for Excellence in Financial Reporting.

He also championed King County's Pro-Equity Contracting program, helping the County nearly eliminate contracting disparities with minority- and women-owned businesses. Within his division, he built a LEAN management culture grounded in respect for employees.

After more than two decades of public service, Ken plans to retire later this year.

It consumes staff time, delays reports, and diverts professional attention from areas where judgment and analysis matter more. Today we celebrate Julie Parker, a tax auditor for the City of Chillicothe, Ohio. Julie is a 2026 recipient of our Recognition for Outstanding Public Service award. Thirty years into her career with the city, Julie continues to improve how the city collects and manages public revenue. She has led efforts to modernize tax collection, expand payment options, improve compliance, and prepare for expanded responsibilities, while helping the city navigate the closure of its largest employer and tax withholder.
