Thailand Economic Monthly Update: การลงทุนฟื้นตัว หนุน GDP ไตรมาส 1 เติบโต ท่ามกลางแรงกดดันเงินเฟ้อ

ภาพรวม: เศรษฐกิจไทยในช่วงต้นปี 2569 ยังคงขยายตัวได้อย่างแข็งแกร่ง โดยได้รับแรงสนับสนุนจากการลงทุนด้านเทคโนโลยีและการส่งออก แม้ต้นทุนพลังงานที่สูงขึ้นจะเริ่มกดดันความเชื่อมั่นผู้บริโภค

GDP ไตรมาส 1 ของไทยขยายตัว 2.8% เมื่อเทียบกับปีก่อน สูงกว่าที่ตลาดคาดการณ์ไว้ที่ 2.2% โดยมีปัจจัยหลักจากการส่งออกสินค้า (+19.3% ในเดือนมีนาคม) และการลงทุนภาคเอกชนในโครงสร้างพื้นฐาน AI และ Data Center

ประเด็นสำคัญ:

• เงินเฟ้อ: อัตราเงินเฟ้อทั่วไปแตะระดับสูงสุดในรอบ 38 เดือนที่ 2.89% ในเดือนเมษายน หลังการยกเลิกมาตรการตรึงราคาดีเซล

• การท่องเที่ยว: จำนวนนักท่องเที่ยวเดือนเมษายนลดลง 7% เมื่อเทียบกับปีก่อน จากผลกระทบของความขัดแย้งในตะวันออกกลางที่กระทบเที่ยวบินจากยุโรปและภูมิภาค อย่างไรก็ตาม นักท่องเที่ยวจีนเพิ่มขึ้น 31.7%

Thailand Economic Monthly Update: Improved Investment Drives Q1 Growth Amid Inflation Headwinds

Overview: Thailand’s economy showed resilient growth in early 2026 driven by tech investment and exports, but rising energy costs added pressure on consumer confidence.

Thailand’s Q1 GDP expanded by 2.8% year-on-year, beating market expectations of 2.2%. Growth was powered by strong goods exports (+19.3% in March) and private investment in AI infrastructure and data centers.

Key highlights:

- Inflation: Headline inflation hit a 38-month high at 2.89% in April after diesel price caps were lifted.

- Tourism: April arrivals fell 7% year-on-year due to Middle East conflict-related flight disruptions from Europe and the region, though Chinese arrivals grew 31.7%.

- Policy: The Cabinet approved a THB 400 billion emergency loan (divided equally for household relief and green energy transition).

The Public Debt Management Office (PDMO) has announced plans to secure a $200 million loan from the World Bank this year to drive Thailand’s ambitious Low Carbon City initiative.

Beyond financing, we will serve as a key advisory partner, providing expertise on urban greenhouse gas reduction and carbon credit management. This project will act as a vital "Sandbox" pilot to shape Thailand’s nationwide clean energy transition.

'รัฐบาลไทย' เตรียมกู้ 'เวิลด์แบงก์' 200 ล้านดอลล์ ปีนี้ สร้าง Low Carbon City
นางจินดารัตน์ วิริยะทวีกุล ผู้อำนวยการสำนักงานบริหารหนี้สาธารณะ (สบน.) เปิดเผยเมื่อวานนี้ (26 พ.ค.) ว่า รัฐบาลไทยเตรียมกู้เงินจากธนาคารโลก (World Bank) วงเงิน 200 ล้านดอลลาร์ภายในปีนี้ เพื่อขับเคลื่อนโครงการสร้างเมืองคาร์บอนต่ำ (Low Carbon City)
ธนาคารโลกจะเข้ามามีบทบาทสำคัญในการเป็นที่ปรึกษาด้านการลดการปล่อยก๊าซเรือนกระจก และการบริหารจัดการคาร์บอนเครดิตในเขตเมือง เพื่อใช้เป็นโครงการนำร่อง (Sandbox) สำหรับนโยบายการเปลี่ยนผ่านด้านพลังงานของประเทศในอนาคต
ทั้งนี้ ปัจจุบัน สถานะหนี้สาธารณะปัจจุบันอยู่ที่ 12.7 ล้านล้านบาท หรือคิดเป็น 66.4% ของตัวเลขผลิตภัณฑ์มวลรวมภายในประเทศ (GDP) ซึ่งยังคงอยู่ภายใต้เพดานหนี้ที่กำหนดไว้ไม่เกิน 70%
สำหรับการระดมทุนในภาพรวมภายใต้โครงการกู้เงิน 4 แสนล้านบาทเพื่อช่วยเหลือค่าครองชีพประชาชนและเปลี่ยนผ่านสู่พลังงานสะอาด นางจินดารัตน์ กล่าวว่า สบน. จะทยอยกู้เป็นรายเดือนตามแผนการใช้เงินที่สำนักงานเศรษฐกิจการคลัง (สศค.) ประเมินไว้ โดยการระดมทุนล็อตแรกจะอยู่ที่ 35,000 ล้านบาท สำหรับเครื่องมือทางการเงินที่จะนำมาใช้ในระยะแรก จะเน้นการกู้เงินระยะสั้นเพื่อใช้เป็นแหล่งเงินทุนหมุนเวียน (Bridge Financing) ประกอบด้วย ตั๋วสัญญาใช้เงิน (Promissory Note : P/N) และสัญญาเงินกู้ (Term Loan)
นางจินดารัตน์ กล่าวว่า รัฐบาลยังคงให้น้ำหนักกับการกู้เงินภายในประเทศเป็นหลัก เนื่องจากสภาพคล่องในประเทศยังอยู่ในระดับสูงและมีต้นทุนการกู้เงินที่ถูกกว่าการกู้เงินตราต่างประเทศอย่างมีนัยสำคัญ โดยปัจจุบันหนี้ต่างประเทศของไทยมีสัดส่วนเพียง 0.74% ของหนี้สาธารณะทั้งหมดเท่านั้น
ขณะนี้ สบน.ได้เริ่มเปิดประมูลแล้ว และอยู่ระหว่างรอสถาบันการเงินเข้ามายื่นข้อเสนอ โดยสัญญากู้จะมีอายุ 4 ปี ก่อนที่จะมีการพิจารณาปรับโครงสร้างหนี้เป็นพันธบัตรระยะยาว (Bond) ในอนาคต
ทั้งนี้ จุดเด่นของการระดมทุนในรอบนี้คือ ต้นทุนทางการเงินที่อยู่ในระดับต่ำมาก โดยเมื่ออ้างอิงอัตราดอกเบี้ยอ้างอิงของไทย (THOR) บวกด้วยส่วนต่าง (Spread) แล้ว อัตราดอกเบี้ยรวมจะอยู่ที่ประมาณ 1.2% เท่านั้น

Led by our Infrastructure Director for East Asia and Pacific, Ms. Sudeshna Ghosh Banerjee, the discussion focused on elevating safety, efficiency, and climate resilience to global standards.
