«សេដ្ឋកិច្ចមួយទទួលបានផលប្រយោជន៍ច្រើនបំផុតពីការចូលរួមរបស់ស្ត្រី លុះត្រាតែសមត្ថភាពរបស់ពួកគាត់ ត្រូវបានស្តែងឡើងមិនត្រឹមតែនៅក្នុងកម្លាំងពលកម្មប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងនៅក្នុងតួនាទីដឹកនាំ និងការធ្វើសេចក្តីសម្រេចចិត្តផងដែរ។»
ស្ត្រីបាននិងកំពុងដើរតួនាទីយ៉ាងសំខាន់ក្នុងសេដ្ឋកិច្ចកម្ពុជា។ នៅក្នុងឆ្នាំ២០២៤ វិស័យកាត់ដេរ សម្លៀកបំពាក់ ស្បែកជើង និងផលិតផលផ្សេងៗ មានសហគ្រាសចំនួន ១,៥៥៥ ក្រុមហ៊ុន ដែលផ្តល់ការងារដល់កម្មករនិយោជិតជាង ៩១៨,០០០ នាក់ ដោយក្នុងនោះស្ត្រីមានប្រមាណ ៧៥% ទៅ ៨០% នៃកម្លាំងពលកម្មសរុប។ វិស័យនេះក៏បានបង្កើតទំហំនាំចេញរហូតដល់ ១៣,៦ ប៊ីលានដុល្លារអាមេរិកផងដែរ។ ទោះជាយ៉ាងណាក៏ដោយ អត្រាចូលរួមខ្ពស់នៅក្នុងកម្លាំងពលកម្ម មិនឆ្លុះបញ្ចាំងដោយស្វ័យប្រវត្តិនូវសមភាពក្នុងការទទួលបានតំណែងគ្រប់គ្រង ថ្នាក់ដឹកនាំបច្ចេកទេស ឬតួនាទីធ្វើសេចក្តីសម្រេចចិត្តជាន់ខ្ពស់នោះឡើយ។
របាយការណ៍ស្តីពី «ស្ត្រី អាជីវកម្ម និងច្បាប់ ឆ្នាំ២០២៦» (Women, Business and the Law 2026) របស់ធនាគារពិភពលោក បានគូសបញ្ជាក់ពីគម្លាតកាន់តែធំរវាងសិទ្ធិស្របច្បាប់ និងឱកាសសេដ្ឋកិច្ចជាក់ស្តែង។ ជាមធ្យមនៅទូទាំងសកលលោក បណ្តាសេដ្ឋកិច្ចនានាទទួលបានពិន្ទុ ៦៧ លើ ១០០ សម្រាប់ក្របខណ្ឌច្បាប់ ប៉ុន្តែទទួលបានត្រឹមតែ ៥៣ សម្រាប់ការអនុវត្តច្បាប់ និង ៤៧ សម្រាប់គោលនយោបាយនិងស្ថាប័នដែលចាំបាច់ក្នុងការធ្វើឱ្យសិទ្ធិទាំងនោះមានប្រសិទ្ធភាព។
ធនាគារ វីង (Wing Bank) គឺជាឧទាហរណ៍ជាក់ស្តែងមួយក្នុងការបំប្លែង «ការចូលរួម» ឱ្យទៅជា «ឱកាសសេដ្ឋកិច្ច»។ ស្ត្រីមានចំនួនជិត ៤០% នៃបុគ្គលិកសរុបរបស់ធនាគារ និងមានចំនួនជាង ៨០% នៅក្នុងបណ្តាញភ្នាក់ងារវីងសរុបជាង ១២,០០០ កន្លែង (ស្មើនឹងភ្នាក់ងារស្ត្រីជាង ៩,៦០០ នាក់)។ ភ្នាក់ងារស្ត្រីទាំងនេះ មិនត្រឹមតែជួយពង្រីកការទទួលបានសេវាហិរញ្ញវត្ថុប៉ុណ្ណោះទេ ប៉ុន្តែពួកគេថែមទាំងអាចរកចំណូល និងដឹកនាំអាជីវកម្មនៅក្នុងសហគមន៍របស់ពួកគេទៀតផង។
ការគាំទ្ររបស់ធនាគារ វីង ក៏បានពង្រីកទៅដល់ស្ត្រីជាសហគ្រិន និងសហគ្រាសធុនមីក្រូ តូច និងមធ្យម (MSMEs) ផងដែរ។ តាមរយៈភាពជាដៃគូជាមួយរាជរដ្ឋាភិបាល ធនាគារ វីង បានប្តេជ្ញាចិត្តផ្តល់កញ្ចប់ថវិកាឥណទានចំនួន ៥០០ លានដុល្លារអាមេរិក ក្នុងនោះរួមមានថវិកា ១០០ លានដុល្លារអាមេរិក សម្រាប់អាជីវកម្មដឹកនាំដោយស្ត្រី តាមរយៈក្រសួងកិច្ចការនារី និង ២០០ លានដុល្លារអាមេរិក សម្រាប់សហគ្រាសធុនមីក្រូ តូច មធ្យម និងអាជីវកម្មបង្កើតថ្មី (Startups) តាមរយៈក្រសួងឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ (MISTI)។ តាមរយៈបណ្តាញភ្នាក់ងារដឹកនាំដោយស្ត្រី ការអប់រំផ្នែកហិរញ្ញវត្ថុ និងការផ្តល់ប្រាក់កម្ចីអាជីវកម្ម ធនាគារ វីង បានក្លាយជាគ្រឹះស្ថានដ៏លេចធ្លោមួយរបស់ រ៉ូយ៉ាល់ គ្រុប ក្នុងការគាំទ្រដល់ភាពជាអ្នកដឹកនាំសេដ្ឋកិច្ចរបស់ស្ត្រី ភាពជាសហគ្រិន និងការរីកចម្រើននៃសហគ្រាសធុនតូចនិងមធ្យម (SME) នៅកម្ពុជា។

“An economy benefits most from women’s participation when talent is represented not only in the workforce, but also in leadership and decision-making.”
Women already play a central role in Cambodia’s economy. In 2024, the garment, footwear and travel-goods sector included 1,555 firms employing more than 918,000 workers, with women representing approximately 75–80% of the workforce. The sector also generated US$13.6 billion in exports. However, high workforce participation does not automatically mean equal access to management, technical leadership, capital or senior decision-making positions.
The World Bank’s Women, Business and the Law 2026 report highlights the wider gap between formal rights and real economic opportunity. Globally, economies average 67 out of 100 for legal frameworks, but only 53 for enforcement and 47 for the policies and institutions needed to make those rights effective.
Wing Bank provides a practical example of turning participation into economic opportunity. Women represent nearly 40% of its employees and more than 80% of its network of over 12,000 agents equivalent to more than 9,600 women agents. These agents not only expand access to financial services but also earn income and lead community-based businesses.
Wing Bank’s support also extends to women entrepreneurs and MSMEs. Its US$500 million financing commitment through government partnerships includes US$100 million for women-led businesses through the Ministry of Women’s Affairs and US$200 million for MSMEs and startups through MISTI. Through its women-led agent network, financial education and business financing, Wing Bank has become one of Royal Group’s most visible platforms for supporting women’s economic leadership, entrepreneurship and SME growth in Cambodia.
