Mexico's Oil Regulatory Framework and SPOTTY's Approach

Mexico has a unique history with oil. In 1938, the country nationalized its oil industry and placed it under government control. This means Mexican oil cannot simply be taken from the ground and sold by anyone. It must move through authorized companies, government permits, and regulated commercial agreements.

This is where SPOTTY's structure is important.

SPOTTY works through documented agreements with authorized participants that can legally produce, hold, and sell crude oil. These arrangements give SPOTTY the commercial capacity to bring eligible Mexican oil into the SCOIL program. In Canada, SPOTTY also works within a highly regulated production and environmental system, providing another controlled source of eligible oil.

Before SCOIL tokens are issued, the oil needs to be identified, checked, and documented. Each SCOIL is designed to represent rights connected to one verified barrel of Maya-grade crude oil, or an approved similar oil. The token is the digital certificate on Stellar, while the commercial agreements, inventory records, and custody documents support the physical oil behind it.

Physical delivery remains subject to the program rules, including eligibility, quantity, documentation, logistics, and fees.

SPOTTY has launched its commodity oil certificate through its native market on the Stellar network. Each SCOIL is designed to correspond to one barrel of verified Maya crude oil, or a permitted equivalent, subject to the governing program terms.

SCOIL (and any token that will be issued by SPOTTY) connect:

• Physical commodity inventory
• Documented ownership and controls
• Compliance-gated issuance
• Blockchain-based records
• A defined redemption framework
