TAX COMPLIANCE OR TAX COMPLEXITIES?

A recent ZIMRA tax clearance notice highlights a growing challenge in the SME sector.

While tax compliance is essential, the cost and complexity of meeting these obligations has become overwhelming for many small businesses:

📌 Limited access to reliable internet
📌 Inability to afford tax or accounting support
📌 Complex fiscal devices & digital submissions
📌 Tight deadlines and heavy penalties

Monthly tax clearance certificates are especially difficult to maintain and place a disproportionate burden on SMEs already operating with limited resources.

The impact is clear: thousands of small businesses remain informal not because they oppose taxation, but because the system feels too complicated and costly to navigate.

If Zimbabwe seeks a broader tax base, the pathway must be simpler. SMEs are willing to comply — they just need a tax structure that reflects how they operate in the real economy.

Reduce complexity → increase compliance.

Had an inspiring day yesterday at the National Decision Makers’ Forum on Sustainable Public Procurement in Harare, organised by the United Nations and the Procurement Regulatory Authority of Zimbabwe (PRAZ).

We talked about how Zimbabwe can make public procurement more sustainable, more gender-responsive, and more inclusive—especially for people living with disabilities.

One topic close to my heart: how sustainable procurement can help small businesses grow. Many SMEs still face barriers—complex tender systems, limited internet access in rural areas, and difficulties getting financing even when they win a contract.

In the policy breakout session, there was strong agreement: procurement should be used to actively support SMEs. Some great ideas were shared:
✅Large companies winning public tenders could subcontract 15–30% to smaller businesses.
✅Better links between PRAZ and banks so SMEs can access funding after securing contracts.
✅Encouraging joint ventures so SMEs can team up, build capacity, and bid for bigger opportunities.

It was eye-opening to see procurement not just as a “buying” process, but as a real tool for sustainable development.

🔍 In Zimbabwe, the official definition of Micro, Small and Medium Enterprises (MSMEs) is provided in the Micro, Small and Medium Enterprises Act [Chapter 24:29] and supported by the SME Policy Framework.

Below is the current standard definition:

🇿🇼 1️⃣ Micro Enterprise

• 1–5 employees
• Annual turnover up to US$30,000
• Usually informal or home-based

🇿🇼 2️⃣ Small Enterprise

• 6–30 employees
• Annual turnover US$30,001 – US$500,000
• More structured and often registered

🇿🇼 3️⃣ Medium Enterprise

• 31–75 employees
• Annual turnover US$500,001 – US$1,000,000+
• Fully formalized with strong systems
