Can Zimbabweans easily raise US$15 million for mining projects?

Ranga: "If a policy says the minimum has to be US$15 million โ€” that a foreigner has to bring in US$15 million โ€” is there any insinuation that any number below US$15 million, like US$10 million, local Zimbabweans can easily raise it? In our line of business, we are out there in the field trying to raise capital for projects, and just to raise even US$1 million in this environment is not a walk in the park."

Zimbabwe's new mining policy requires foreign investors in small-scale gold mining to commit a minimum capital investment of US$15 million.

But is that realistic in a market where raising US$500,000 to US$1 million can take months?

Rufaro: "We have worked on transactions for small mines trying to raise US$500,000 to US$1 million, and we have gone for months without closing those transactions. There is no surplus of capital."

How was the 98% local management requirement for Zimbabwe's mining sector determined?

Rufaro asks:
"How did they come up with this number 98%? What data did they use? What model did they use that told them that the sweet spot is 98%?"

Ranga adds:
"Maybe they should have added the extra 2% to make it 100% local content. It will be good to understand what motivated this policy, to understand the objectives that are trying to be achieved. There could have been better ways of ensuring that we create employment without scaring investors."

Zimbabwe policy shift in the mining sector: a ban on foreign participation in small-scale gold mining and a requirement that 98% of senior and middle management positions in mining operations be held by Zimbabwean nationals.

Ranga: "Where do you think this policy shift is coming from?"

Rufaro: "The government policy is motivated from a leftist or rather a quasi socialist communist perspective where they want to control things. That language of bans or restrictions is typical in socialist communist regimes."

Ranga: "These kind of decisions have to be made by investors. They are putting their money in, it's in their interest to get the best talent."
