*INVITATION TO ATTEND THE ECZ DELIMITATION CONSULTATIVE MEETING AT KAOMA TRADES INSTITUTE.*

Dear resident's of Kaoma Central Constituency and the wider Kaoma District,

On Tuesday 24th, of February 2026 next week,we have an important opportunity to shape the future of our representation. The Electoral Commission of Zambia (ECZ) will be receiving proposal's on delimitation,a process that will determine how our constituencies are structured.

This exercise is guided by Article 58 of the Constitution of Zambia and the Electoral Process Act No. 35 of 2016, Sections 21–23, which empower the ECZ to review and adjust constituency and ward boundaries.Through your active participation,Kaoma can secure an additional constituency. More constituencies mean stronger representation, closer attention to our local needs and greater development opportunities for our communities.

I therefore call upon all citizens, the youth, elders,women and men alike to turn out in large numbers and make your voices heard. Your presence and input will ensure that Kaoma’s interests are fully represented in this important national process.

*THE HONOURABLE MEMBER OF PARLIAMENT FOR KAOMA CENTRAL HON. BRG. M. SITWALA GIVES UPDATES ON THE CDF AS HE ADDRESSES THE STAKE HOLDERS AND THE GENERAL MEMBERS OF HIS CONSTITUENCY*

Hon. Sitwala today 04/05/22 addressed the people of Kaoma Central that comprised all the Councilor and the Council Secretary Mr .R Kananga, Council Chairperson. His worship Mr T.Libinga, Father Andrew M representing the Church as the CDF committee member , Rt Hon.Prime Minister (Ngambela ) Situtu M. representing the BRE and His Royal Highness Snr Chief Amukena Isiteketo M.Lewanika and The Former Head Teacher Kaoma SECONDARY School Mr . JK Mukenge who is the DDCC for Kaoma District was in attendance .

Addressing the meeting the Mp said he was worried because people do not have the interest to attend the meetings whenever they are called upon. He said it is from such meetings where people can criticise them as elected leaders and make them accountable for their promises.

In the same meeting the Mp said time to provide answers to the electorates is now owing to the fact that most of the elected leaders if not all of them are from the ruling party and he said as Government they should be ready to provide answers to the electorates unlike the way it was in his first tenure when he was in the opposition.

The Mp said UPND has not run away from the promises but instead they are delivering what they promised the people of Zambia as seen from Free Education from grade 1 to 12 and adjusting the CDF from K1.6 million to K25.7million which is unprecedented and the first of its kind in the history of Zambia . he said the UPND Government led by His Excellency Mr Hakainde Hichilema intends to adjust the CDF up to K50 million as they fix the economy which has since recorded some positivity in terms of growth as seen from the dropping down of the inflation rate from 24.7% down to 11.5% and the stabilization of the exchange rate against the major currencies e.g US dollar, British Pound , Euro to mention but a few.

The Mp said reminded the people that he promised Classes in various Schools and building Houses for civil servants in his Constituency and that they will do .

The Mp thanked the people for coming in numbers . he said the CDF is just one component but there are other Components for development .

He reminded the people that he did not promise heaven on earth as he asked the audience whether he was lying and they responded in support of his approach on development as he exhibited Honesty ,Pragmatism and Meritocracy in his approach.

He said small things which can be done by an Mp he will immediately attend to them but capital projects which has to be done by Government he will continue lobbying from the relevant Ministries ..

The Mp encouraged the people to apply for loans but was very quick to question those who whom apply to search their souls to ascertain whether they have capacity to pay back or not .

He said some people have approached him and ask him to expedite the process so that they can receive the money and share amongst themselves the situation which worried him a lot.

Hon Sitwala reviewed that the total 258 accounts for the cooperatives and clubs were opened and only 78 accounts had errors but the bank together with the applicants have since resolved the situation .

He said the administering of this fund has been decentralized unlike the way it was previous where everything was done in Lusaka .

He said the CDF money will be given to competent people without segregation but all he is asking is for those who will awarded the contracts to provide goods and services or Constructions is to meet the standard in terms of QUALITY ,COST REFLECTIVE AND DELIVERING ON TIME.

he said Government aims to empower the people so that they can create employment for others .

As for individual or people who wish to apply as an individual he said they can apply as long as the project proposal meets and satisfies the Authority .

*Below is the breakdown of the Money received which is very much ready for use*

Received Six million four hundred and thirty three thousand plus.

K 321684.78 which is 5% to be used as administration cost.

K 3,667,206.53 which is 60% to be used on community projects.

K1,222,402.18 which 20% to be used for Youth and women and community empowerment.

Rules attached

40% of the above goes for grants which is K 488,960.87.

What is the grant ? This is the money paid to individuals without paying back.

The balance will be K 733441.31 if this money will not be requested to be used he said it has to be paid back to the treasury unless they request to use it . the process which is called retiring .

He said the maximum allowed for the grant is K40,000 he said already he is anticipating problems .

He said the maximum for the loan is K200,000 .

He said this money has to be disbursed equally in all the wards without segregations .

In the same meeting the Mp belaboured to explain to the people that there are other Ministry which is empowering the people through various empowerment programs .

He said Ministry of Live stock and Fisheries is empowering people to farm Fish cattle rearing and Got farming and the Money for this is already there and people should just go the MP's to correct the applications forms and apply.

He said there is also other empowerment programs under the Ministry of Small Medium and Enterprise.

He also said there is some empowerment programs under the Ministry of Science and Technology which is empowering citizens with education.

Under this ministry money has been already paid direct to the schools .

He also said people should take keen interest to follow most of the Government policy directions to make sure that they are enforced by the those who are charged with the responsibilities run these Government institutions on behalf the people of Zambia.

He said those who are charging pupils they are stealing from the parents and encouraged the P.T.A to follow such reports which are non productive and retrogressive .

He thanked the people for coming in numbers and thanked them for voting for the leaders who p**n to save their interest and aspirations .

Only 8 spaces are available. The applications should be submitted to Kaoma Central National Assembly office not later than 6th May, 2022.

The CDF committee will hold a stakeholders' meeting to educate people on the CDF empowerment fund, on Wednesday 4th May, at 14hrs at Kaoma trades. All kaoma central constituency councilors and WDC committee members are requested to attend this meeting. And everyone interested is invited to this important meeting where there will be sensitization of CDF applications.

This serves to inform the general public that the Hon Member of Parliament for Kaoma Central Hon Morgan Sitwala has organized a mobile bank from mongu to come and open bank accounts in Kaoma. He is therefore *advising* all the *Clubs* and *Cooperatives* (groups) that did not manage to open bank accounts to go at the *council* where the *mobile* *bank* is *operating* from and open their bank accounts. The *Mobile Bank* will be available from today Saturday to Thursday the 4th May 2022. Plz let's go and open bank accounts for our clubs and cooperatives. Let's inform others too.

Congratulations Hon MP. General Morgan Sitwala for donating school desks to Mahilo combined, Mulamatila combined and Longe combined schools. The event took place on Monday the 14th Match 2022 and was witnessed by the District Commissioner, the District Education Board Secretary, other Government officials, the councillors and the CDFC Chairperson. The gesture was well appreciated by school management in all three schools.

(a) whether the Government has any plans to revive the Gwembe Tonga Development Project in the Gwembe Valley area;

(c) whether the funds for the project are still available; and

310 Mr Mulusa (Solwezi Central) - to ask the Minister of Labour and Social Security:

(a) whether the Government is aware that over 200 Zambian workers at First Quantum Minerals Limited (FQM) in Solwezi Central Parliamentary Constituency were declared redundant while expatriates were left in their positions; and

(b) if so, what measures are being taken to protect Zambian workers at FQM and other mining companies, countrywide.

311 Mr C Zulu (Luangeni) - to ask the Minister of Youth, Sport and Child Development:

(a) what the source of the problem at City of Lusaka Football Club, which has given rise to two camps, is;

(b) why it has taken long to resolve the problem;

(a) whether the Government has any plans to construct a second level hospital in Kabompo District;
