New SARS rule will affect every person entering or leaving South Africa starting today

From 1 July 2026, travellers must submit an online declaration before their journey as the South African Revenue Service makes its digital traveller system mandatory. What began as a voluntary pilot in 2022 at selected airports has now been expanded to all airports, sea ports, and land borders.

The system, known as the South African Traveller Management System, is part of SARS’s broader modernisation plan. Many ordinary South Africans who travel for work, business, or family reasons are concerned about how this new requirement will work in practice, especially during busy periods when delays at borders are already common.

This change adds another layer of bureaucracy for citizens who simply want to move freely in and out of their own country.
