STRENGTHENING THE FOUNDATIONS FOR INVESTMENT IN THE EASTERN CAPE

The Department of Trade, Industry and Competition (the dtic), in partnership with the investSA One Stop Shop Eastern Cape and the Eastern Cape Development Corporation (ECDC), hosted an intergovernmental relations engagement bringing together key institutions involved in investment facilitation and economic development across the province.

The engagement drew participation from the South African Revenue Service (SARS), the Department of Cooperative Governance and Traditional Affairs (COGTA), the South African Local Government Association (SALGA), the Industrial Development Corporation (IDC), the Small Enterprise Development and Finance Agency (SEDFA), the National Empowerment Fund (NEF), the Department of Land Reform and Rural Development (DLLRD), and the Joe Gqabi District Municipality, reflecting the breadth of coordination required to meaningfully support investors, small businesses, and youth entrepreneurs.

Discussions focused on practical interventions to enhance the Eastern Cape's investment climate, improve coordination across institutions, and strengthen support at district and local government level to help municipalities create a more enabling environment for investors.

A key outcome was the reaffirmation of the investSA One Stop Shop as a strategic platform for integrated service delivery and intergovernmental coordination, playing an important role in reducing administrative bottlenecks and improving the ease of doing business.

The session reinforced that a coordinated government approach is essential to converting investment opportunities into bankable, implementable projects that drive economic growth, job creation, and sustainable development in the Eastern Cape.

EASTERN CAPE: OPEN FOR DIGITAL INVESTMENT AND INCLUSIVE GROWTH

At the forefront of shaping a digitally empowered future, the Eastern Cape continues to position itself as a province ready to participate meaningfully in the global digital economy.

On Day 2 of the East London IDZ Digital Economy Summit, ECDC’s Baphelele Mhlaba unpacked the Eastern Cape Digital Economy Transformation Strategy, which Premier Oscar Mabuyane introduced during Day 1 of the Summit, further outlining the province’s vision for inclusive digital transformation in response to the digital economy being identified as one of the key frontiers of growth for the 7th Administration.

The presentation reflected a province intentionally thinking beyond connectivity, toward participation, opportunity, innovation, and economic inclusion. From expanding broadband access and strengthening digital infrastructure, to unlocking investment opportunities in BPO, data centres, digital skills, and township connectivity, the strategy recognises that the future economy belongs to those who are connected, equipped, and empowered to compete. Importantly, the vision does not leave rural communities behind. It seeks to bridge long-standing digital divides and ensure that the benefits of technology reach every corner of the Eastern Cape.

“Digital skills are relevant in every sector. It’s not the digital economy unless someone makes money from the digital sector. Government does not make money from the digital economy, people do. Part of the strategy is to get the people who are not digitally active to be part of the digital transformation,” said Mr Mhlaba.

The discussions at the Summit reinforced a powerful message: digital transformation is no longer a future conversation, it is a development imperative capable of unlocking jobs, enterprise growth, innovation, and inclusive economic participation for the people of the province.

EASTERN CAPE GBS PUSH GAINS MOMENTUM WITH MEC FACILITY VISITS

The MEC GBS Outreach and Roundtable today culminated with site visits to the Coega BPO Park which included a tour of Discovery and Startek, a visit to the Teleperformance facility at the Greenacres Office Park, and a tour of the Outworx operation in South End.

During the tours, Economic Development, Environmental Affairs and Tourism MEC Nonkqubela Pieters discussed with the investors policy interventions and support frameworks to scale the sector, promotion of cross-sector collaboration and private sector investment, and the establishment of a platform to introduce the Global Business Services sector to broader regional business leadership, and to advance commitments made in the State of the Province Address and MEC policy speech on growing the sector in the province.

Expected outcomes from the engagements include a strengthened provincial commitment to Global Business Services, a clear roadmap to scale youth employment in partnership with the private sector, identification of infrastructure, skills, and investment gaps, engagement of local business leaders in supporting and co-investing in GBS growth, and positioning the Eastern Cape as the next high-impact GBS hub in South Africa.

The GBS sector has demonstrated remarkable success in provinces like the Western Cape and KwaZulu-Natal, where thousands of youth have been employed through contact centres, customer service operations, and back-office processing roles.

The Eastern Cape has a real opportunity to catalyse the sector to support meaningful and sustainable job creation particularly among youth, people with disabilities, and women.

It is also noteworthy that participants of the MEC GBS Outreach and Roundtable will also be joining the digital economy summit to be held at the East London Industrial Development Zone from 7-8 May.
