𝐀𝐠𝐫𝐨-𝐩𝐫𝐨𝐜𝐞𝐬𝐬𝐢𝐧𝐠 𝐢𝐬 𝐬𝐮𝐩𝐩𝐨𝐫𝐭𝐞𝐝 𝐚𝐧𝐝 𝐄𝐋𝐈𝐃𝐙 𝐡𝐚𝐬 𝐚 𝐜𝐥𝐞𝐚𝐫 𝐫𝐨𝐥𝐞

The Agro-Processing Support Scheme (APSS), an incentive of the Department of Trade, Industry and Competition (the dtic), provides targeted support to agro-processing businesses looking to expand, improve efficiency and strengthen operations.

This forms part of a broader effort to grow agro-processing nationally, and within provinces like the Eastern Cape where agriculture remains a key economic driver.

In the province, agro-processing is a recognised priority.

Through the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT), focus is placed on investment facilitation, enterprise development and inclusive participation, particularly across rural and township economies.

This creates a supportive environment:

• Policy direction
• Access to incentives
• Clear opportunities for growth

But growth also requires a place where this activity happens in practice.

ELIDZ is one of those spaces.

It provides a serviced, investment-ready industrial environment where agro-processing businesses can operate, converting agricultural outputs into processing, packaging and distribution within a structured system.

Within ELIDZ, this is supported by:

• Industrial infrastructure suited for manufacturing and processing
• Direct access to logistics networks: road, rail and port
• Proximity to domestic and export markets
• Innovation and product development support through the Science and Technology Park (STP)

At ELIDZ, our mandate extends beyond infrastructure and investment attraction. It is about shaping a future-ready, inclusive economy, one that is driven not only by industry, but by people.

A key enabler of this is the ELIDZ Science and Technology Park (STP), a capability that sets ELIDZ apart as the only IDZ/SEZ in South Africa with an integrated platform dedicated to innovation, technology, and skills development.

Through this platform, we are able to actively connect young people to emerging sectors within the digital economy and advanced manufacturing landscape, ensuring that opportunity is not abstract, but accessible.

This week, we concluded a focused training programme for 51 unemployed young people, equipping them with practical skills in Computer-Aided Design (CAD), Additive Manufacturing (3D Printing), and Gaming and Animation.

More importantly, the programme created exposure to industries that are shaping the future of work, helping participants build confidence, develop relevant capabilities, and begin to see themselves as part of a changing economic landscape.

As participants received their certificates today, it marked a meaningful step forward, not only in their individual journeys, but in building a workforce that is aligned with the Eastern Cape’s growth trajectory.

This is how ELIDZ gives practical effect to Vision 2030 by ensuring that as industries evolve, people are equipped to participate in them.

Sustainable economic development is not only about attracting investment, it is about enabling people to share in its value.

Beyond the infrastructure and the space, itself, there are businesses that have made the decision to operate here.

These are not just names on a page. They represent active operations across automotive manufacturing, component production, logistics, specialised services, and locally driven enterprise.

Over the past five years, ELIDZ has facilitated over R9 billion worth of new private sector investment, reflecting continued confidence in the zone and its role within the Eastern Cape economy.

This investment has supported the creation of more than 4,000 jobs over time, linked to ongoing operations, supply chains, and the broader network of businesses connected to this space.

At the same time, we operate within a broader reality. Economic conditions shift, both locally and globally. Industries face pressure, markets change, and investment decisions are shaped by factors beyond any single place.

This means progress is not always immediate, and growth does not always happen at the pace many would hope for.

But within this environment, the work continues. Businesses continue to operate. Investments continue to be made. And opportunities continue to develop, step by step.

Their presence brings more than visibility. It brings production into motion, skills into the workforce, and activity into the region. It also creates a network that extends beyond the zone itself, supporting suppliers, service providers, and smaller businesses.
