In a property transaction, both the bankโ€™s property assessor and a professional property valuer play important but very different roles.

What does an Electrician do before a house can be sold?

๐Ÿ”Œ๐Ÿ”ฅ Electrical & Gas Certificates of Compliance (COCs): What Happens Before Theyโ€™re Issued?

When buying or selling a property, Certificates of Compliance (COCs) are legal requirements that protect both parties and ensure the home is safe to occupy. Hereโ€™s what happens behind the scenes before these certificates are issued:

โšก Electrical Certificate of Compliance (Electrical COC)
A registered electrician conducts a full inspection of the propertyโ€™s electrical system, including:

Distribution board (DB board) and circuit breakers

Earthing and bonding

Plug points, light fittings and switches

Electrical wiring and visible connections

Any faults or safety risks must be repaired before the electrician can issue the Electrical COC, confirming the installation meets current safety regulations.

๐Ÿ”ฅ Gas Certificate of Compliance (Gas COC)
If the property has gas appliances, a registered gas practitioner will inspect:

Gas cylinders and regulators

Pipework and connections

Gas appliances (stoves, geysers, fireplaces)

Ventilation and leak testing

Once everything is compliant and safe, the Gas COC is issued, confirming the installation meets legal and safety standards.

In property transactions either Transfer Duty or VAT is payable. If the Seller is a VAT vendor the question is whether VAT will be payable at 15% or at 0%.

๐—™๐—ถ๐—ฟ๐˜€๐˜๐—น๐˜†, it must be ascertained whether the vendor sells the property in furtherance of its enterprise. If the vendor is a dentist whose practice is VAT registered and he sells his residence (a property not used or applied in the course of the business), the transaction will not attract VAT, and the purchaser will pay transfer duty.

๐—ฆ๐—ฒ๐—ฐ๐—ผ๐—ป๐—ฑ๐—น๐˜†, ๐˜๐—ต๐—ฒ ๐—ฟ๐—ฒ๐—พ๐˜‚๐—ถ๐—ฟ๐—ฒ๐—บ๐—ฒ๐—ป๐˜๐˜€ for the sale as a going concern in terms of Section 11(1)(e) of the Transfer duty Act must be met:

1. Both the seller and purchaser must be registered ๐—ฉ๐—”๐—ง ๐˜ƒ๐—ฒ๐—ป๐—ฑ๐—ผ๐—ฟ๐˜€.
2. The enterprise supplied must be capable of separate operation.
3. Both the seller and purchaser must agree ๐—ถ๐—ป ๐˜„๐—ฟ๐—ถ๐˜๐—ถ๐—ป๐—ด that the business is
disposed of as a going concern.
4. Both the seller and purchaser must agree ๐—ถ๐—ป ๐˜„๐—ฟ๐—ถ๐˜๐—ถ๐—ป๐—ด that the business is an income-earning activity on the date of transfer.
5. That the assets necessary to continue its income earning activity will be disposed of to the purchaser.
6. That the agreement concluded specify that the consideration for the supply of a going concern includes VAT at 0%.

๐—˜๐˜…๐—ฎ๐—บ๐—ฝ๐—น๐—ฒ๐˜€:

1. Sale of a commercial property, dentist practice, including the equipment and where the purchaser will continue using the property as a dental practice. The business operations continue undisrupted before and after registration.
2. Sale of a farm including farm implements and livestock and the farming will continue after date of registration.

๐—œ๐—บ๐—ฝ๐—ผ๐—ฟ๐˜๐—ฎ๐—ป๐˜:

SARS will not consider zero rating if the VAT returns are not submitted and up to date.

The agreement of sale should contain a provision that if SARS declines the Zero-rated transaction, the standard 15% VAT rate will be payable by the purchaser.

Residential property leased for residential purposes is exempt of VAT (irrespective if the property is registered in a companyโ€™s name). Therefore, the transaction is not subject to VAT.

๐ŸŒฑ Tips for Growing Stargazer Lilies
โ˜€๏ธ Choose the right spot ~
Give them plenty of sunlight โ€” ideally 6 hours or more a day โ€” while keeping their roots cool and protected.
๐Ÿ’ง Water wisely ~
Keep the soil consistently moist but never waterlogged. Water deeply when the top layer of soil begins to dry.
๐ŸŒฟ Well-drained soil is essential ~
Stargazers love fertile soil enriched with compost. Good drainage helps prevent the bulbs from rotting.
๐ŸŒท Plant the bulbs deeply ~
Plant bulbs roughly 3 times as deep as the bulb's height, with the pointed growing tip facing upwards.
๐Ÿƒ Feed for beautiful blooms ~
Use a good bulb fertiliser when growth appears and again as the plant develops. A layer of compost around the plant can also provide valuable nutrients.
โœ‚๏ธ After flowering don't cut too soon ~
Remove the spent flowers, but leave the green leaves and stem intact. The foliage continues feeding the bulb and helps it store energy for next year's flowers.

Once the foliage has naturally yellowed and died back, it can be cut down. With good care, healthy bulbs can return and reward you with another spectacular display.
