🔅 رأت المعلمة الأمريكية كايتي شوارتز ، في مدرسة بمدينة دنفر في ولاية كلورادو ، أن هناك فجوة كبيرة بينها وبين طلابها الصغار.
والأخطر أن هذه الفجوة تزداد تدريجيا ؛ ما جعلها تعمل على حل يقربها منهم . فأعدت مشروعا صغيرا بعنوان : "أتمنى لو معلمتي عرفت". يرتكز هذا المشروع على تسليم طلابها ورقة معنونة بسؤال: "ماذا تريد أن أعرف عنك؟". فصدمت المعلمة بالإجابات التي تلقتها.

▪أحد الأطفال يقول: " أتمنى لو معلمتي عرفت أنني لا أملك أصدقاء ألعب معهم ".
▪وآخر يقول : " أتمنى لو معلمتي عرفت كم أشتاق إلى أبي. أذهب إلى غرفته كل يوم ولا أجده ولن أجده. فقد رحلوه إلى المكسيك نهائيا. سأظل بلا أب".

▪وثالثة كتبت : " أتمنى لو معلمتي عرفت أنني لا أملك أقلام رصاص في المنزل حتى أؤدي واجباتي الدراسية".
▪وكتب رابع :" أتمنى لو معلمتي عرفت أن شقيقتي كفيفة وأقوم بمساعدتها طوال اليوم ".
أما إحدى الطالبات فقد ردت على سؤال المعلمة قائلة : " أتمنى لو معلمتي عرفت أن أمي وأبي يتشاجران طوال اليوم ، أكره العودة إلى المنزل وأكره الذهاب إلى المدرسة أيضا لأني سأحاسب على دروس لم أذاكرها وواجبات لم أقم بها ".

🔹 كانت إجابات الطلاب العفوية والصادقة مفتاحا للمعلمة لتكتشف جوانب خفية ومخبوءة في حياة تلاميذها . ساعدتها على مساعدتهم وعودتهم تدريجيا إلى فصولهم . شرعت في حل كل مشكلة على حدة. زارت منازل طلابها وبدأت في معالجة ما يمكن معالجته ، والأهم من ذلك كله أنها بدأت تفهم عقلية وخلفية طلابها جيدا وفي ضوء ذلك قامت بمعاملتهم وتوزيع واجباتهم بناء على ظروفهم وتحدياتهم بشكل يجعل المدرسة عاملا مساندا لا عبئا عليهم.

🔺مشروع المعلمة كايتي انتقل إلى كثير من المدارس وتم تطبيقه بشكل ممنهج ومؤسس انعكس على أداء الطلاب والمدارس معا.. بل امتد إلى المجتمعات المحيطة؛ لأن كل هؤلاء الطلاب جزء من مجتمعهم الأكبر.

▪ليست مدارسنا فحسب التي تحتاج إلى تبني هذه الفكرة الجميلة التي تردم الهوة بيننا وبين الآخرين ، بل كل مجتمعاتنا.

🔸هل سبق أن سألنا أحبتنا هذا السؤال : ماذا تريدني أن أعرف عنك؟
نعتقد أحيانا أننا قريبون جدا منهم .. لكننا في الحقيقية بعيدون جدا عنهم. أكثر مما نتصور .

Struggling to do what is right while faced with overwhelming obstacles, still find myself step back and reflect on some issues.
The old leaders who constituted the major elements that built and preserved loyalty values to the corporation were highly and contemptuously criticized and completely thrown aside during what they called institutional uprising, one of the tides of Arab spring tsunami. The payoff was not that great as hoped-for; in the contrary, it was ruinous corporate gravitation..
The young leaders from within the corporation , who speared in the uprising seemed to have vision impediment, whereby they were drifted by unexperienced unscrupulous entourage who sought perks by taking hold key positions. They could not inherit, or more or less sustain the values and the culture established over decades -which is construed as the fundamental construct for the success of any organisation. The turbulent repercussions spiraled out of control when , ironically, five consecutive general managers were toppled during the seven years since then on different grounds ; incompliance to workers due demands, political tensions, conflict of interests, corruption accusations etc...
LWSCA's springing up executives need to adapt to the fast changes instead of trying to hold on to the status quo and their personal comfort zone leaving the inhabitants of Aden city under the mercy of deteriorating conditions in the water supply and drainage systems.
On the one hand a wide spectrum of unfavourable changes ; random expansions of the city , exploded chaotic installation of on-line booster and household pumps , illegal connections, increasing non revenue water ( nrw ) , squeezed governmental subsidies vs. increasing financial of LWSCA's debts, crawling of buildings into wellfields; threats of of ground aquifers salinification ; poor operation and routine and preventive maintenance etc... And on the other hand the degradation of LWSCA's corporate perforomance, capacity building collapse and perverse culture. All these are subtly piling up towards the doom of Aden city.
This is probably not the case for average officials who want an easy solution line to follow and little thought required. This situation does challenge the most competent consultant.
There is no simple solution to this complex problem. Change is coming faster and more drastically and radically than ever which requires change in thinking as well, where good knowledge is of paramount significance and needed more than ever.
MWE and MOPIC, in effect, have intervened thereby adopting new approaches to complexity and constantly shifting frames of reference in collaboration with external financing agencies and donating states. However, relevant impact evaluation (IE) studies are lagging far behind in order to reach final conclusions.
Encouraging academic researches (university graduation thesis), , field consumers surveys (focus groups), public opinion poling centres and social media platforms, feedback loops between diverse groups of concerned officers in LWSCA, MWE, MOPIC, NWSA, and foreign multilateral donors and ENGOs all these would have to address and reflect on towards finding solutions to the rising formidable challenges.

The intervention of international community, in this regard, through multilateral organisations and bilateral donors has proved to be premature and there is a discrepancy between their prescriptions and the availablity of resources they offer let alone the intervention impact they propose.
The challenges of water and sanitation service delivery and project implementation in the currently war-torn and fragile state require exceptional efforts and commitment by all involved bodies in conflict-affected , peace building and humanitarian contexts.
For peace-building, greater attention could be paid to processes of marginalisation, including how to work within a range of groups and different parties . For state-building, articulating varying levels system of engagement with state actors at different departments to be adopted. Challenges and problems should be addressed by the international actors’ in their actions such as organisational resistance to change , a lack of coordination and a lack of adaptation to the turbulent local political circumstances.

The shortage in water supply has been exacerbated by the on going armed conflict in the country since 2015 which resulted in population internal displacement from war inflicted areas to the city in addition to the rapid urban development which alltogether constitute more burden upon the coverage of water infrastructure.
The environmental impact of discharging untreated wastewater into the sea is critical issue due to the risk of pollution hazards. The overloaded wastewater treatment plants were sabotaged during the civil war. Poorly treated raw sewage typically contains viruses and bacteria as well as harmful microorganisms and chemicals that are toxic to the marine species ; fish, shellfish,...etc
It is a shock to see an institution unravelling in this way, and fostering subtle shadow of its former once-great corporation in the Arabian Peninsula that was working under favourable conditions. And it is when it faces new challenges that the truth always, eventually, strikingly comes out; fictitiously bloated establishment grasping for salvation. And what was once an engaged, collaborative culture started to emerge as a discouraged, disconnected, and distracted remote workforce.
Hence, all kinds of efforts ,"savior", are made at —imposing new legislations, leadership training, assertiveness training, organizational structure and staffing reforms, administrative flat hierarchies, dramatic cultural revolution and anything else to throw at the problem as silver bullet . But all these efforts have failed.
Notwithstanding the recent relevant endeavours, It has been anticipated that 75% of all water infrastructure will deteriorate by 2025. And in the absence of an adequate systemic context-wise intervention and surfacing the broad spectrum of underlyng factors using diagnostic lens outside the linear conventional solutions, sweeping failures and major paralysis to the service system would seem to be unavoidable and, in some aspects, unreparable.

Drinking Water distribution system deterioration has been further oscillated due to chaotic diversion of the water flow by controling valves in the mains. The process that went out of control as customers take hold this operation as desperate attempt in some cases. And it is not uncommon to encounter some houses get water while houses in the opposite side of the same road do not get a single drop . The emergent effects were more burden build up upon the corporation slacken management and stirring up disputes and service invalidation among consumers amid the absence of any corrective or disciplinary measures.

Recent widespread consumers resort to the installation of household storage tanks with pumps directly tapped to the stand pipes rendered the distribution mains insufficient due to the produced large hydraulic pressure drop, (e.g in Seerah, Ma'alla and Tawahi coastal districts), notwithstanding the commanding height of ground service reservoir (Main Pass) by 90-100 metres above sea level which was , for decades, serving the three districts 24- hour a day with considerable residual pressures.
The installation and maintenace of household pumps adds to more consumers financial hardship , specially the poor, and even in many cases have failed to secure water from an empty stand post leaving consumers forced to to an extra burden by getting water from private mobile tanks at high rates. And since threir perception that any forseen improvement in the service that would have reversed the situation would not be obvious in the short run, time extension or exemption for unpaid bills should be warranted.

Aden Water supply and sanitation system is deteriorating at an alarming rate faster than that at which it was built. This is manifested by the poor performance and inappropriate management of urban water supply and waste water infrastructure in Aden city. Instability and incompetence of facility management, limited maintenance budget, poor planning and information management, and issues with maintenance and operation methods.
This situatation puts LWSCA together with relevant bodies in stake in the light of the currently rising consumers resentment (riots and protests in recent few incidents) and official concerns with doubts about its capacity as a qualified and sustainable utility to cope with the ongoing deterioration of water supply and sanitation services in the city.
Repeated bursts in pipes specifically the rising mains to Seerah district, intermittent water supply with long periods of interruptions in the whole city, increasing sewage spills with reported incidents of sewage infiltration due to damaged or bad joints in distribution mains, power outages in the wellfields with aging diesel generators and submersible pumps, illegal connections, damaged water meters, non revenue water (NRW) nearly 40% , delinquent consumers bills, and the threat of sea water intrusion in coastal Bir Ahmed wellfield due to rapid ground water withdrawal, all these represent formidable challenges to LWSCA.

Inherent culture has recently been considered as contemporary paradigm in corporate governance. Several reserches on corporate governance concluded that organization culture should be aligned with any strategy proposed. However, it has become evident that due to various personal interests and preferences , department managers and most of key employees are content and feel complacent about the status quo and do not comprehend the necessity to make changes in their perspectives towards improving their performance. Unless intervention from high level, which is the case in crisis and emergencies, no change is forseen.
The realization of the role of every personnel in the whole proccess is distorted if not absent.Targets are not clearly defined leading to responsibility diffusion and functional bias except for routine administrative and financial activities. The values underlying the actions and conduct of the employees that reflect the culture trends have been taking hold on the organization and evolved over a long time. Although the task involving culture surveillance might perceived to be simple, however, core values are hard to be noticed , measured and evaluated due to their inherent subjective unspoken nature. Aknowledging such task is a daunting challenge to adress, thereby leaving the untrendy top executives startled and discouraged to contemplate measures towards imposing a mind-set shift to incorporate in their strategy formulation.
