A lower budget figure does not automatically mean fewer government services, reduced support, or that a sector is no longer a priority.
This was the key message of Department of Budget and Management (DBM) Secretary Kim Robert C. De Leon as he urged the public to look beyond headline figures and understand what is behind the numbers before concluding that an agency or institution suffered a โbudget cut.โ
In Episode 9 of A.S.K. โ Alamin kay Sec. Kim, De Leon explained that year-on-year decreases may have several reasons: a one-time project or purchase may already have been completed; the figure being compared may be an agency request rather than an actual budget; or an institution may have other legally authorized resources that are not reflected in its National Expenditure Program (NEP) appropriation.
โKahit bumaba ang budget ng isang ahensya year-on-year, hindi automatic na ibig sabihin na nabawasan ang serbisyo o priority sa sektor na iyon,โ De Leon said.
The latest episode builds on his earlier discussion distinguishing an agencyโs budget request from the amount eventually proposed by the Executive under the NEP. He stressed that sound budget comparisons must consider what the money is for, how previous appropriations were used, what requirements remain, and what resources are actually available.

To explain why a lower allocation is not automatically an arbitrary cut, De Leon used a simple household example.
If a family bought a refrigerator last year and it remains functional, it would not normally set aside the same amount to buy another refrigerator this year.
The same principle applies to government spending.
โTapos na ang expenditure na โyun. Hindi na kailangang ulitin. Ganito rin sa gobyerno,โ De Leon explained.
Some infrastructure projects may already have been completed. Equipment may already have been purchased. A program may have reached the end of its implementation period. In these cases, the same funding requirement may no longer be necessary in the succeeding year.
โKapag wala na ang parehong amount sa susunod na budget, hindi ibig sabihin na arbitraryong โci-nutโ iyon. The requirement may simply no longer exist,โ he said.
De Leon also reminded the public that the NEP is the Executiveโs proposed national budget. Once submitted to Congress, it goes through the legislative process, where appropriations may be adjusted before the final national budget is enacted through the General Appropriations Act (GAA).

De Leon also cautioned against assuming that the appropriation appearing in the NEP always represents all resources legally available to an institution.
This is particularly relevant to some government hospitals and State Universities and Colleges (SUCs), which may have legally authorized retained or internally generated income in addition to their national government appropriations.
For instance, SUCs may have internally generated income from tuition, fees, and other authorized receipts. Government hospitals may likewise have retained income from authorized hospital, medical, laboratory, and other fees.
These funds, commonly referred to as off-budget accounts, may be used for authorized purposes subject to existing laws, regulations, and accounting and audit rules.
Thus, if a government hospital has a P5-billion appropriation in the NEP, this does not automatically mean that P5 billion represents all the resources legally available to it. It may also have authorized retained income on top of its national government appropriation. The same principle may apply to SUCs with authorized internally generated income.
โKapag sinabi nating, โBumaba ang NEP allocation ng institution na ito,โ kailangan muna nating tingnan ang buong financial picture bago sabihing nabawasan ang resources na available sa kanila,โ De Leon stressed.

Instead of drawing conclusions from a single figure, the Budget Secretary encouraged the public to ask four questions:
1. Budget ba talaga ang kino-compare, o request lang?
2. Naging mahusay ba ang paggamit sa nakaraang budget?
3. May one-time expenditures ba noong nakaraang taon na hindi na dapat maulit?
4. May iba pa bang legally authorized resources, gaya ng retained income o off-budget accounts, na hindi nakikita sa NEP appropriation?
โSa budgeting, hindi sapat na tingnan kung alin ang mas malaking numero. Kailangan nating alamin kung ano ang nasa likod ng numero,โ De Leon said.
He stressed that this does not mean that every year-on-year decrease should be dismissed. Rather, each case should be assessed based on the nature of the expenditure and the institutionโs actual resource requirements and available funding.
โHindi lahat ng hindi naibigay ay โbudget cut.โ Ang trabaho ng DBM ay hindi basta mag-cut,โ he added.

With government resources limited and public needs competing for funding, De Leon said DBM must determine not simply how much agencies request, but what government needs and can responsibly fundโand where taxpayersโ money can deliver the greatest benefit.
โAng trabaho namin ay tulungang pagkasyahin ang limitadong pondo ng bayan sa napakaraming pangangailangan ng bansaโat siguraduhing ang bawat pisong inilalagay sa budget ay kailangan, kayang pondohan, at may malinaw na pakinabang sa mamamayan,โ he said.
He summed up the distinction in simple terms:
โBudget request is what an agency asks for. The NEP is what government can responsibly propose. And the real question is not simply, โMagkano ang hiningi?โ Ang mas mahalagang tanong: โMagkano ang kailangan, magkano ang kaya, at saan may pinakamalaking pakinabang ang bawat piso?โโ
