During the Public Service Commission (PSC) Day celebrations on Motalava Island in Torba Province, the National Green Energy Fund (NGEF) officially launched the solar power system at Bemisas Health Centre, marking another important milestone in improving access to reliable renewable energy for healthcare facilities in remote communities.

The solar system was officially commissioned on Wednesday, 7 October 2026, by the Chairman of the NGEF Board, who is also the Director General of the Ministry of Climate Change Vanuatu, Mr. David Gibson, together with the Acting Secretary General of Torba Province. The ceremony was attended by the Director of Public Health under the Ministry of Health, Dr. Jenny Steven, health centre staff, representatives from the Ministry of Climate Change, and the Secretary of the NGEF Board at the Bemisas Health Centre premises.

Located in Nerenigman Village on Motalava Island, Bemisas Health Centre provides essential healthcare services to the people of Motalava and surrounding islands. Through the partnership between the Ministry of Health and the National Green Energy Fund, the facility now benefits from a reliable source of clean energy, enabling healthcare workers to provide improved services both day and night in a safer and more secure environment.

The project was implemented under a Memorandum of Understanding (MOU) between the Ministry of Health and the National Green Energy Fund. Under this arrangement, NGEF co-financed the project through a 40% concessional loan, while the remaining 60% was funded through a grant provided by REnew Pacific through Respond Global and HELPR 1

The solar system was installed by Global Response/HELPR and supplied by PCS Limited. Installed in 2025, the system has a generation capacity of 6.613 kW and supplies electricity to three buildings within the health centre. The system powers a range of essential medical and office equipment, including:

2 HP laptops
6 phone chargers
4 electric fans
1 laser printer
1 glucometer
1 pulse oximeter
1 electronic baby scale
1 fetal Doppler (Sonicaid)
1 patient monitor
1 haemoglobin machine
1 desktop autoclave steriliser
1 diagnostic set (otoscope and ophthalmoscope)
1 portable defibrillator

Speaking during the event, Mr. Georgewin Garae, Fund Manager who is also the Secretary of the NGEF Board, highlighted the importance of the partnership between NGEF and the Ministry of Health in expanding access to reliable electricity for rural health facilities across Torba Province.

He noted that several health facilities have already benefited from this collaboration, including Lequel Health Centre on Mere Lava and Qwatvaes Health Centre on Vanua Lava Island, as well as Loh Health Centre on Loh Island.

Mr. Garae also announced that the NGEF Board recently approved two additional renewable energy projects in Torba Province. These include a solar electrification project for the Lotawan Community on Mota Island and a solar street-lighting project, further strengthening access to clean and sustainable energy for communities in the province.

The launch of the Bemisas Health Centre solar system reflects the continued commitment of the National Green Energy Fund, the Ministry of Health, and development partners to strengthening healthcare services through renewable energy solutions and improving the quality of life for people living in Vanuatu's outer islands.

On Wednesday, 7 October, the National Green Energy Fund (NGEF) Board Members and Directors from the Ministry of Climate Change officially launched the solar power system at Wongeskay Primary School in Motalava, Torba Province.

The ceremony was attended by Education Senior Official, Chairman of the School and other invited guests who gathered to celebrate this important milestone for the school and the wider community.

The solar system was officially commissioned by NGEF Board Chairman, Mr. David Gibson, and the Acting Secretary General of Torba Province, Matthew Walter.

Although the solar system was installed in 2023, the NGEF Board took the opportunity during its recent visit to Motalava to formally launch the project and acknowledge its positive impact on education. The system has been providing reliable and clean energy to the school, helping to enhance teaching and learning conditions for both students and staff.

With a capacity of 1,956 Wh, the solar system supplies electricity to one school building and powers seven lights, one printer, and two laptop computers. Access to dependable electricity has created a more conducive learning environment while supporting the school's daily administrative and educational activities.

The National Green Energy Fund (NGEF) Chairman, who is also the Director General of Climate Change, officially handed over a Loan Agreement this week to the newly elected Mayor of the Port Vila City Council. The agreement will support the installation of a solar energy system to electrify the buildings at the Eratap Memorial Garden.

The project follows a formal request submitted by the Port Vila City Council to the National Green Energy Fund. Upon receiving the request, NGEF committed to immediately undertake a technical assessment of the buildings and determine the most suitable solar energy solution to meet the site's energy requirements.

The proposed hybrid solar power system will supply electricity to four buildings located within the Eratap Memorial Garden complex. The system has been designed with two days of autonomy to ensure reliable power availability during periods of low sunlight and adverse weather conditions.

The solar installation will support the operation of the following equipment and appliances:

8 LED 2ft lights
1 Circular Saw
1 Jackhammer
1 Welding Machine
1 Drill
1 Grinding Machine
1 Pressure Pump
1 Air Compressor

The system has been sized to deliver approximately 12,768Wh (12.77kWh) per day, providing sufficient energy to support daily operations at the facility while reducing reliance on conventional energy sources.

NGEF has engaged eTech Vanuatu as the supplier and installer of the solar system. The company will be responsible for delivering and installing the hybrid solar power solution in accordance with the project's technical specifications and quality standards.

This initiative shows NGEF's ongoing commitment to supporting renewable energy projects across Vanuatu and helping communities, institutions, and local authorities move toward clean, affordable, sustainable energy.

Expansion of Solar Street Lighting in Lakatoro

The signing of this agreement by the Director General of the Ministry of Climate Change, who also serves as Chairman of the National Green Energy Fund - NGEF Vanuatu, together with the Director General of the Ministry of Internal Affairs, represents a significant milestone in expanding sustainable solar electrification in Lakatoro through the installation of an additional 100 solar streetlights.

This initiative follows a request from the Department of Urban Affairs and Planning (DUAP), through the Director's Office, for NGEF's support in extending the existing solar streetlight network currently serving the Wilkins and Market areas in Lakatoro. The proposed extension will continue from Wilkins Stadium to the Malampa Provincial Headquarters and further into the commercial area at LTC, creating a more comprehensive and reliable public lighting network.

The expansion is consistent with the recent declaration of the Norsup/Lakatoro Municipal Council area, which extends from Litzlitz Wharf to Norsup. As the municipality continues to grow, more street lighting is needed to make the area safer and more secure for communities, businesses, and road users.

The first phase of the project was successfully completed with the installation of 53 solar streetlights at a total cost of VUV 6,963,000, jointly funded by NGEF and DUAP. Building on this success, the proposed second phase will further strengthen the municipality's commitment to sustainable development and renewable energy solutions.

DUAP, with support from the Norsup/Lakatoro Municipality, is currently undertaking site assessments and mapping the locations for the new streetlight poles. The construction and installation works will be carried out collaboratively by DUAP, the Norsup/Lakatoro Municipality, and the Malampa Provincial Administration.

This variation application seeks approval for the installation of an additional 100 solar streetlights under the project. NGEF's approved solar vendor eTech Vanuatu will supply both the solar streetlights and poles.

The proposed technical specifications are as follows:

Battery Autonomy: Up to 3 days without sunlight
Supplier: NGEF-approved solar vendor

Once completed, this expansion will provide safer roads and public spaces, improve visibility for motorists and pedestrians, strengthen security throughout the municipality, and contribute to the broader goal of promoting clean, renewable energy solutions across Malampa Province.

During the Nationally Determined Contributions (NDC) Socialization and Grant Writing Workshop on Tanna Island, participants visited the Kwamera School project site.. The project was implemented last year by one of NGEF's registered solar vendors, Savvy Solar, which installed a solar power system that now provides reliable and sustainable electricity to Kwamera School.

The visit allowed participants to see the real benefits of the NGEF-funded solar project and how it is making a positive difference for Kwamera School and the surrounding community.

National Green Energy Fund - NGEF Vanuatu is grateful to participate in the Nationally Determined Contributions (NDC) Socialization and Grant Writing Workshop on Tanna Island. NGEF presented on the role and functions of the Fund and highlighted projects being implemented to support Vanuatu's climate and renewable energy goals. NGEF's Program Supervisor, Mr. Donatien Mwelsul, delivered the presentation on behalf of the Fund.

Last week, our Senior Engineer, Mr. Robsen Virambath, travelled to Malekula to support the official launch of a solar water pumping system in the villages of Lerongrong and Petervat, alongside the team from the Global Green Growth Institute GGGI Pacific.

The National Green Energy Fund - NGEF Vanuatu is partnering with GGGI to co-finance the installation of eight solar water pump sites across Vanuatu. Under this arrangement, NGEF will co-finance 5% of the cost of each solar water pumping system through a soft loan, while the remaining 95% is provided as a grant. The grant support is provided through REnew Pacific, funded by the Government of Australia and implemented by GGGI.

To date, two solar water pumping systems have been successfully installed on Malekula Island, one in Lerongrong and the other in Petervat. These installations form part of the five sites scheduled for completion this year.
