Can Vietnam break into the costly, competitive semiconductor manufacturing space?

Last week, Viettel broke ground on the country's first 'fab' in Hanoi, with pilot production of 32-nanometer chips expected by late 2027. While those aren't cutting-edge specs, this is just the latest sign of Vietnam's ambitions to leap up the tech value chain and establish itself in sectors dominated by developed economies.

Vietnam continues to build out regulations to move up the tech value chain while spurring innovation, with the revised Law on High Technology coming into effect on July 1.

It has three main objectives:

- Creating a framework for emerging strategic technologies with broad spillover effects.

- Boosting technological self-reliance and reducing dependence on imported tech.

- Transforming state governance to foster risk-taking.

What else needs to be done to fully unlock Vietnam's tech potential?

Priority will be given to projects with commitments to technology transfer, the establishment of R&D centres in Việt Nam, and stronger linkages between foreign-invested enterprises and domestic supply chains.

Which country in Southeast Asia do you think has the most AI engagement and trust?

We'll give you a second.

If you guessed Vietnam, you're right on both counts. According to the new e-Conomy SEA 2025 report, Vietnamese users rank first in the region, with 81% of respondents saying they interact with AI tools every day, while 96% are willing to share data with AI agents.

This presents huge potential opportunities for AI-focused startups and investors, though it also doesn't guarantee success. Winning in Vietnam's AI space requires discipline, market context, and differentiation.

Which sectors do you think tech investors in Southeast Asia expect to focus on moving forward?

It's common knowledge that tech funding in the region has faced a rough stretch. According to the e-Conomy SEA 2025 report from Google, Temasek, and Bain & Company, investors expect funding activity to increase over the next five years, especially in Singapore and Vietnam.

The two most sought-after sectors, meanwhile, are 'software and services' and 'AI and deep tech.'

Last week, we marked the 10th anniversary of the partnership between our GPs, Binh Tran and Eddie Thai, with a party at the Social Club Rooftop Bar, right where we launched AVV years ago.
