For years, California has grappled with a problem that has affected nearly every aspect of our society: The state doesn’t have enough homes that people can afford to live in.

It’s estimated that more than 180,000 Californians are homeless. Rents are so high that a minimum wage worker would need to work 102 hours a week to afford a typical one-bedroom apartment.

Currently, a high-cost county is generally defined as an area where more than 40 percent of households spend more than 30 percent of income on housing.

Using American Community Survey data for 2020–24, we find that the current threshold of 40 percent of households applies to only about 30 percent of the nation.

The Community Reinvestment Act threshold should be lowered to 35 percent to reach more households, not raised as is currently being considered.

Since 2020, lawmakers in six states have passed legislation reducing zoning discrimination against manufactured housing.

That makes 31 states that now set limits on their localities’ authority to zone out this inexpensive type of home.

Read the article:

Manufactured housing could help fulfill the demand, but regulations still make it too hard to create these sorely needed inexpensive homes.

If I could redesign housing policy tomorrow, I wouldn't begin by asking:
How many programs can we create? I'd ask: What outcomes are we trying to produce?
And perhaps most importantly: What does success look like to the person who actually lives there? That last question has a way of changing the conversation.

Housing is about humans. Not units.

CDT’s debt business has accelerated as higher rates have reshaped lender competition. Smaller affordable housing loans remain a particular focus.
