California Infrastructure and Economic Development Bank - IBank IBank is a state financing authority that promotes a healthy economy through low-cost financing

The California Infrastructure and Economic Development Bank (IBank) was created in 1994 to finance public infrastructure and private development that promote a healthy climate for jobs, contribute to a strong economy and improve the quality of life in California communities. IBank operates pursuant to the Bergeson-Peace Infrastructure and Economic Development Bank Act contained in the California G

overnment Code Sections 63000 et seq. IBank is located within the Governor's Office of Business and Economic Development and is governed by a five-member Board of Directors. IBank has broad authority to issue tax-exempt and taxable revenue bonds, provide financing to public agencies, provide credit enhancements, acquire or lease facilities, and leverage State and Federal funds. IBank's current programs include the Statewide Energy Efficiency Program (SWEEP), 501(c)(3) Revenue Bond Program, Industrial Development Revenue Bond Program, Exempt Facility Revenue Bond Program, Governmental Bond Program and the Small Business Loan Guarantee Program.

News Release: IBank Announces Cindy Mendonza as Chief Deputy Executive Director and COO

The California Infrastructure and Economic Development Bank (IBank) today announced that Cindy Mendonza has been appointed Chief Deputy Director and Chief Operating Officer. Mendonza was appointed by Governor Gavin Newsom and will help lead IBank’s mission to support infrastructure development and economic growth across California.

Mendonza brings extensive experience in state government, fiscal management, and legislative affairs. She most recently served as Deputy Director of Fiscal Services at the California Department of Corrections and Rehabilitation (CDCR). Prior to that, she held several leadership roles at CDCR, including Chief of Legislative Affairs.

Her career also includes significant experience at the California Department of Finance, where she served in multiple budget and fiscal analysis roles, including Principal Program Budget Analyst. In addition, Mendonza held leadership positions at the California Prison Industry Authority, overseeing marketing, regulatory compliance, budgeting, and financial planning.

IBank Board Approves $10 Million to Build Modern Animal Services Facility in Calaveras County

SACRAMENTO (March 11, 2026) – The California Infrastructure and Economic Development Bank (IBank) Board has approved $10 million in loan financing for Calaveras County to construct a new Animal Services Facility in San Andreas.

The financing, provided through IBank’s Infrastructure State Revolving Fund (ISRF) Program, will enable the county to replace its existing animal shelter, originally built in the 1950s, which no longer meets current building codes and is structurally and operationally obsolete.

The new 10,555-square-foot facility will address longstanding deficiencies while improving animal care, operational efficiency, and public health and safety.
