Jennifer is a seasoned real estate professional with over 20 years of development experience across multiple asset classes. She has demonstrated success in all facets of development, from inception to completion, leading teams in the delivery of more than $750 million in projects across the Southeast. Her experience includes public-private partnerships, brownfield sites, rezonings, historic districts, and specialized incentive programs.

Meet Jeanelle Higdon, a property manager with 29 years of experience. She leads two distinct communities in our portfolio: PARK 216, a garden-style apartment community, and Era at PARK 216 - 55+ Luxury Apartments. Jeanelle has been part of the PARK 216 Luxury Apartments team since day one and played a key role in opening Era in 2024.

We continue to admire the energy and care she brings to both communities. Each has its own residents, pace, and needs, and Jeanelle helps people feel at home in both.

Communities under her management have earned multiple CMHC Awards of Excellence, including Gold and Silver Awards in the Active Adult Communities 2021–Later category and a Silver Award in the Communities 2020–Later category. Her contributions also helped earn a 2025 ACE Award for Community of the Year.

Cole Werkheiser, Vice President of Sales & Leasing, has quickly advanced into one of the company’s senior leadership roles and become a trusted advisor to local and international companies entering or expanding across Hampton Roads.

With more than 13 years in commercial real estate, Cole brings deep local market knowledge and strong business relationships that help landlords, tenants and brands identify new opportunities throughout the region.

His leadership extends well beyond transactions. Cole created Pembroke Realty Group’s Summer Intern Program, was named to Inside Business Top Forty Under 40, and serves on the boards of the ViBe Creative District and the Sister Cities Association of Virginia Beach.

Not every major project begins with a blank slate. Some reimagine familiar urban spaces and give them new life. Tempo by Hilton at Pembroke Square is one such example.

The construction of Tempo by Hilton marks an important stage in the transformation of Pembroke Square from a traditional shopping center into a modern mixed-use district that brings together residential, hospitality, dining, retail, entertainment, fitness, public spaces, and new opportunities for businesses.

Today, the Tempo building has reached its full height. Façade, mechanical, and interior work is underway, and with each new phase, the hotel is helping shape the new architectural identity of Pembroke Square in Virginia Beach.
