Many states offer utility sales tax incentives to encourage companies to operate facilities in their state. The qualifications for these incentives vary from state to state. However, most states require an utility study to determine a particular meter's percentage of exempt usage. In states where predominant use is required, this is typically referred to as a "predominant use study". The utility study must be both accurate and comprehensive in order to minimize risk exposure.
