Lisa and I are deeply saddened by the passing of our friend, former Fort Bend County Judge Bob Hebert.

Our relationship with Bob goes back to the mid-1990s and the Municipal Utility District world. Long before his years as County Judge, Bob had already made a lasting mark on our community through ECO Resources and his decades of leadership and expertise in the water and wastewater industry. It was there that we first came to know the Bob so many others would come to know—a smart, hardworking man who understood how to bring people together and get things done.

Years later, when Bob made his first run for Fort Bend County Judge, Lisa and I had the honor of hosting an event for him at our home. We believed in Bob, in his experience, and most importantly, in the kind of leader and person he was. It was a privilege to watch him go on to serve Fort Bend County for 16 years and become the longest-serving County Judge in our history.

But when we think of Bob, we also think of Pat. Bob and Pat have always been a team—a remarkable partnership built on love, family, service, and a shared commitment to their community. Their contributions to Fort Bend County extend far beyond elected office, touching our civic organizations, charities, history, water infrastructure, and countless individuals along the way.

Bob did so much for Fort Bend County. His fingerprints can be found on many of the institutions, infrastructure, and community organizations that helped shape the county we know today. His was truly a lifetime of service.

We will always be grateful for Bob’s friendship, his leadership, his wisdom, and the many memories we shared over more than three decades.

Our hearts and prayers are especially with Pat and the entire Hebert family during this difficult time.

Fort Bend County is a better place because Bob Hebert was here, and his legacy will not be forgotten.

Rest in peace, Bob. You served well, and you will be deeply missed.

To all of the dads gathered here today,
Who keep Texas running in their own special way,
You balance board meetings, budgets, and plans,
Then head home to become grill masters and sports fans.

You study pump stations and water supply,
Then patiently answer, “Dad, why is the sky…?”
Our operator dads battle line breaks at two in the morn,
Yet still coach the team by Saturday’s dawn.

You know every valve and every well site,
But somehow still fix bicycles just right.
You can explain easements, bonds, and rates,
While untangling fishing lines and backyard gates.

Your families know service isn’t just talk—
It’s showing up daily and walking the walk.
And the communities lucky enough to know you
See steady hands guiding the work that you do.

You protect precious water, the lifeblood we share,
With wisdom, commitment, and genuine care.
While your children may think you’re just “Dad” through and through,

Artesian Financial Service LLC is proud to be attending the 2026 Association of Water Board Directors–Texas Annual Conference!

The AWBD Annual Conference brings together municipal utility district directors, consultants, public officials and industry professionals from across Texas to exchange ideas, strengthen partnerships and learn about the issues shaping the future of our communities.

Our Artesian team is taking advantage of an outstanding educational program covering topics such as cybersecurity, artificial intelligence and emerging technology, regulatory compliance, infrastructure financing, grants, water quality, bond administration, groundwater conversion and long-term workforce development. These discussions help us remain informed and prepared to provide the dependable financial and administrative support our clients expect.

The conference also provides valuable opportunities to connect with longtime colleagues, meet new professionals and visit with the many organizations serving Texas water districts. Of course, our team also enjoyed getting into the conference’s superhero spirit!
