Florida auto insurance policyholders are receiving nearly $1 billion in credits due to state insurance and tort reforms, with Progressive leading the refunds.
Overview of the Credit
Florida’s 2023 insurance reforms, including tort reform, have stabilized the state’s insurance market, reduced litigation, and lowered auto insurance rates. As a result, Progressive Insurance is issuing nearly $1 billion in refunds to approximately 2.7 million Florida auto policyholders, averaging about $300 per vehicle, depending on policy specifics and duration. These credits reflect excess profits accumulated over the 2023–2025 period, which Florida law requires insurers to return to customers if profits exceed statutory limits.

Only active policyholders as of December 31, 2025 are eligible.
Policyholders who switched insurers before this date, even if insured by Progressive in 2023 or 2024, will not receive a refund.
The actual credit amount varies based on each policy’s earned premium and final year-end financial results for 2025.
