In Texas, a driver can drive a truck intrastate at 18 if they have held a license for three years. Interstate drivers have to be 21. Not only this, but most insurance carriers set their own age and experience requirements on top of that, and drivers under 23 are rated differently by most of them.

A driver can be fully DOT qualified and still get turned down by your insurance company. Most carriers have their own requirements for MVR history, experience and age, and they are usually stricter than the federal rules.
