Congratulations to Specialized Housing Inc. on the grand opening of Felida Park Senior Housing in Clark County! This 55+ community for low-income seniors with health issues offers 65 apartments and includes space for PACE -- Program of All-Inclusive Care for the Elderly -- provided by Providence Elderplace. We are proud to be one of the public funders of this property, to which we allocated federal Low Income Housing Tax Credits worth $13 million in private investment. Shannon Howley - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Excellence in Property Management Award Winner! 🎉

We are so pleased to recognize Shannon Howley, the community manager at the Reserve of Lynnwood, with our first-ever Friend of Housing Excellence in Property Management Award.

As the community manager of the Reserve at Lynnwood senior apartments, Shannon has brought in financial educators, mobile clinics and mental health counselors to benefit residents where they live.

When a storm caused a burst pipe and flooded several units late one night, Shannon made sure every resident was safe and sound. She followed up with meetings to give updates and answer questions, updated the emergency response plan, and made sure the problem wouldn’t happen again.

Through Shannon’s compassion and open communications, resident trust in management significantly increased.. As one former staffer said, “Shannon taught me not just how to manage a property, but how to care for a community.”

Elizabeth Murphy - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Community Crisis Response Award Winner! 🎉

We are thrilled to announce that Elizabeth Murphy, the Director of Real Estate at Plymouth Housing Housing, has been recognized with this year’s Community Crisis Response Award at the Friend of Housing award ceremony at our recent Housing Washington Conference.

In late 2023, a 100-unit permanent supportive housing project was suddenly halted when the Kenmore City Council voted against a key agreement. The project was in danger of collapse and losing millions of dollars in public funding.

Elizabeth responded to the crisis with remarkable speed and resolve. Within 24 hours of Kenmore’s decision, Elizabeth identified a promising replacement site in downtown Redmond. She then led a cross-sector effort to save the project’s funding, quickly securing legislative support and reconfiguring the development plans.

Her persistence, even in the face of personal attacks by opponents, means that this much-needed housing on the east side will break ground next year. Thank you, Elizabeth!

Lisa Espinosa - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Sustainable Housing Award Winner! 🎉

We are excited to honor Lisa Espinosa of Seattle City Light with the Sustainable Housing Award at last month’s Housing Washington conference!

As an Energy Management Analyst at Seattle City Light, Lisa is responsible for helping multifamily properties improve energy efficiency to reduce both environmental impact and operating costs. She educates owners about programs ranging from weatherization to lighting to solar and more.

Lisa stands out for bringing a racial and social justice lens to her outreach work. She is passionate about encouraging disabled, homeless and other vulnerable populations to participate in Seattle City Light’s energy-saving projects.

Lisa’s impact extends well beyond the building owners and residents she serves. Her environmental stewardship benefits everyone who lives in the Evergreen State.

Noemi Cagatin-Porter - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Homeownership Equity Award Winner! 🎉

We recognized Noemi Cagatin-Porter with the Homeownership Equity Award at last month’s Housing Washington conference!

A former loan officer and an experienced building contractor, Noemi received this Friend of Housing award for her work creating pathways to housing stability, security, and success through her organization CJK Community Homes.

CJK empowers underserved communities to build credit, achieve stability, and create generational wealth – taking a holistic and culturally responsive approach to solving housing instability. Noemi has integrated not only financial literacy and credit-building programs, but also mental health care, into housing for low-income families to accelerate their transition from renting to homeownership.

Noemi also spearheaded the Rental Reporting Program, a unique tool that helps renters build credit through their monthly rental payments.

Thank you, Noemi, for your work to ensure that every family, regardless of background or circumstance, has the opportunity to achieve the stability and security of owning a home.

WSHFC is a partner of the Black Home Initiative, a Black-led regional network of 120 institutional partners from the public, private, and nonprofit sectors. We’re honored for their partnership and presenting the homeownership learning lab, “BHI Update: Data, Outcomes, Promising Practices, & Growth,” at our Housing Washington Conference!

Shout out to all of our partners who collaborate with us on this initiative. Together, we can provide opportunities for new low- and moderate-income Black households to own a home in South Seattle, South King County, and North Pierce County.

WHRC Homeownership Hotline team - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Unsung Hero Award Winners! 🎉

We are proud to recognize the Homeownership Hotline Team at the Washington Homeownership Resource Center (WHRC) with a Friend of Housing Unsung Hero Award, presented at the 2025 Housing Washington conference!

This team of four are not only unsung, they are unseen even to the people they help the most! Instead they are HEARD – as the voice of hope for everyone who calls the state Homeownership Hotline for help.

Fielding 1,000 to 1,500 calls per month from people in all 39 counties of Washington state, this small but mighty team brings expertise, compassion and patience to each interaction. Whether the caller wants to start on the path to homeownership, or is desperately trying to save their home from foreclosure, the hotline team connects them to the right resource for their needs – often going above and beyond to ensure they get help.

Huge thanks to Kari, Leysy, Susanna, and Daniel for the vital service they provide and the dedication they bring to it. Thank you for your incredible impact! 🌟🏡

Joseph Frangipani - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Unsung Hero Award Winners! 🎉

We are proud to announce that Joseph Frangipani of HopeSource Community Action received an Unsung Hero Award at the 2025 Housing Washington conference for his work serving individuals struggling with homelessness.

Joseph is a champion for those who are homeless and without support systems. His role as Outreach Navigator at HopeSource takes him all around Kittitas, Grant, Adams, Chelan, Douglas and Okanogan counties.

Joseph’s approach centers on building relationships grounded in trust with people whose trust has been eroded through trauma. As he connects people to medical and mental health providers, food, transportation, recovery services and housing, he understands deeply that dignity does not just come after stability – it’s the foundation of it.

We thank Joseph Frangipani for being the trusted face of hope, the person who refuses to give up on anyone, and the messenger reminding the wider community that everyone’s life has value.

Congolese Integration Network - Friend of Housing awardee

🎉 Celebrating the 2025 Friend of Housing Racial Equity Initiative Award Winner! 🎉

We are thrilled to recognize Congolese Integration Network., with the Racial Equity Initiative Award as part of the Friend of Housing Awards at the 2025 Housing Washington Conference.

Congolese Integration Network focuses on unaccompanied youth immigrating from sub-Saharan Africa, confronting challenges such as language barriers, limited credit histories, lack of culturally competent services, and racial discrimination head-on. In the past year alone, they have successfully assisted over 130 young young migrants and asylum seekers from homelessness into transitional housing, while offering academic mentorship and career pathway support.

CIN is now developing a Refugee Welcoming and Healing Center, ensuring culturally competent and trauma-informed support.

We stand in admiration for the Congolese Integration Network and their significant impact on advancing housing equity in our community. Thank you for your vision and leadership! 🌍❤️
