Return-to-Work Plan

Return-to-work programs are one of the key components in containing and reducing the cost of workers' compensation.

What is a return-to-work plan?
It is a program designed to help injured workers transition back to the workplace by performing meaningful work within their capabilities. You may hear it referred to as light duty, limited duty, modified duty, alternate duty or transitional work. It is intended to be a bridge back to full duty.

Why is a plan important?
It's a win-win for employers and employees alike. You win by keeping a valuable trained employee while minimizing workers' compensation costs. And employees typically recover faster, build self-esteem and reduce their financial loss of not working.

7 steps to creating a return-to-work program
1. Choose a medical provider. It's important to start a relationship with a provider before an injury happens. An understanding of the nature of your work speeds recovery.
2. Select a liaison. Appoint someone at work to be the contact between employer, employee and medical provider.
3. Identify major jobs and perform a job analysis that captures tasks and physical requirements of each job.
4. Video tape jobs. They may be useful to your medical provider.
5. Create a physical assessment form that can be sent with an injured worker on every doctor visit. This important tool will help the medical provider determine if alternate work is realistic.
6. Formulate alternate duty. In doing the above steps and noting which jobs are prone to injuries, you'll have a good baseline for the types of alternate duty you'll need. Start by meeting with supervisors and employee representatives to brainstorm ideas for alternate work. A second meeting can evaluate ideas. Once you have a finalized list, modify on a case by case basis to accommodate physical limitations.
7. Keep lines of communication open. Communication is the key factor in the success of your return-to-work program.

TOP 5 WORKERS COMPENSATION CLAIMS AND THEIR CAUSES.
The top five injuries as a percentage of total claims are:

strains and sprains (30 percent)
cuts or punctures (19 percent)
contusions (12 percent)
inflammation (5 percent)
fractures (5 percent)

By business size and industry, strains and sprains topped all lists for the most common type of injury except for small businesses, which experienced cuts or punctures most frequently, followed by strains and sprains. Eye injuries were among the most common injuries in both construction and manufacturing.

The injuries with the highest average incurred costs included amputations, dislocations, electric shock, crushing and multiple trauma injuries, such as breaking multiple bones at once. These severe injuries have typically occurred less frequently overall.

The most frequent causes of workplace injuries include:

Material handling (32 percent of total claims)
Slips, trips and falls (16 percent)
Being struck by or colliding with an object (10 percent)
Accidents involving tools (7 percent)
Traumas occurring over time, for example when a part of the body is injured by overuse or strain (4 percent).

The above incidents most often resulted in strains, sprains, cuts, punctures, contusions, inflammation, fractures or chronic sicknesses resulting from a type of work (e.g., a skin disease caused by chemical exposure). On average, strains and sprains resulted in 57 missed work days, followed by cuts and punctures at 24 days. Of the most commonly-resulting injuries, inflammation and fractures caused the most time away from work at 91 and 78 days, respectively.

Every employer should want to increase their safety program and reduce on-the-job accidents. You can reduce your workers' compensation exposure by an effective and active safety program. Since a large part of how much is paid for workers' compensation premiums is based upon frequency of injury, the premiums can be reduced with an effective safety program. Part of the safety program should include written rules and procedures to indoctrinate new employees, require periodic inspections, investigate accidents, provide first-aid care and have an effective return-to-work program. An effective safety program is a primary consideration of insurers when deciding how and whether to write insurance coverage.
