How? BMR.
Below Market Rate.
BMR homes are properties set aside, usually by the city, that you can only buy if your income is below a certain threshold. In this case the limit was roughly around $150k.
The city then sells the home for much less than its worth, to make homeownership more attainable for lower income households.

And YES we can often combine down payment assistance! The buyer in my example used CalHFA which provided first time homebuyer assistance to cover the entire down payment! Just needed money for closing costs.
