A group of immigrant truck drivers has filed a class-action lawsuit against the California Department of Motor Vehicles (DMV) over the planned cancellation of nearly 20,000 non-domiciled commercial driver’s licenses (CDLs), according to court filings.
The lawsuit was filed by the Asian Law Caucus and the Sikh Coalition on behalf of affected drivers, arguing that the DMV’s actions would result in “mass work stoppages” beginning January 5, 2026. The legal challenge follows cancellation notices sent by the DMV in November and December, informing drivers that their CDLs would be revoked due to expiration date discrepancies tied to work authorization documents.
According to the complaint, the DMV notified 17,299 drivers in early November that their licenses would be canceled in January, followed by an additional 2,700 drivers receiving similar notices in December. Plaintiffs argue that state regulations require the DMV to either correct the expiration dates or cancel licenses without prejudice — not revoke them outright.
The lawsuit claims the DMV failed to provide a clear process for correcting the issue and did not give drivers an opportunity to contest the cancellations. Several drivers reportedly surrendered their licenses after visiting DMV offices, fearing further penalties.
The legal action comes amid increased federal scrutiny of non-domiciled CDLs, following pressure from the U.S. Department of Transportation and multiple high-profile fatal crashes involving commercial drivers. While California officials previously stated that licenses would be reissued with corrected expiration dates, the lawsuit alleges that no meaningful reissuance process has yet occurred.
Plaintiffs warn that revoking the licenses could disrupt freight movement, school transportation, and essential supply chains across California and beyond. The court is being asked to block the cancellations and require the DMV to issue corrected CDLs without interrupting drivers’ ability to work.
