De situatie van kerken in Nederland kenmerkt zich door een sterke secularisatie. Ruim de helft van de bevolking is niet meer kerkelijk betrokken. Dit leidt tot een aanhoudende daling van het kerkbezoek, vergrijzing van het traditionele ledenbestand en een grote leegstand van kerkgebouwen.

Hieronder een bestuurlijk-analytische duiding met concrete beleidsrichtingen inzake vastgoed.

1. Van religieus vastgoed naar maatschappelijk kapitaal

Het huidige beleid (kerkenvisies, erfgoedsubsidies) is sterk gericht op behoud en herbestemming per gebouw. Dat is te smal. Daarom is beleidsverschuiving nodig. Zie kerkgebouwen als maatschappelijke infrastructuur (zoals scholen of buurthuizen). Ga van objectgericht → naar gebiedsgericht beleid.
Concreet advies:
Maak per gemeente een maatschappelijke vastgoedkaart: welke functies verdwijnen (kerk), welke groeien (zorg, ontmoeting, migrantenkerken)?
Koppel leegkomende kerken actief aan zorginitiatieven, wijkfuncties, sociale ondernemingen, onderwijs en cultuur.
Dit vraagt uiteraard regie, niet alleen faciliteren.

2. Herverdeling i.p.v. leegstand: match vraag en aanbod

Hier zit een opvallende beleidsblinde vlek.
Traditionele kerken → leegstand
Migrantenkerken → ruimtegebrek
Dat is geen toeval, maar een allocatieprobleem.
Concreet advies:
Stimuleer gedeeld gebruik en overdracht van kerkgebouwen, zoals time-sharing en coöperatief eigendom.

3. Kerk als sociale hub 2.0

De klassieke religieuze functie neemt af, maar de sociale behoefte blijft — en groeit zelfs.
Kerken vervullen nu al een rol in armoedebestrijding, informele zorg, integratie van migranten en gemeenschapsvorming.
Concreet advies:
Positioneer kerken (en vergelijkbare initiatieven) als “maatschappelijke ankerpunten”.
Geef toegang tot welzijnsbudgetten, wijksubsidies en zorggelden.
Dit vereist ontkoppeling van religie en functie: financier de maatschappelijke output, niet de levensbeschouwing.

4. Nieuwe eigendomsvormen

Dit is misschien de meest onderschatte hefboom.
De huidige eigendomsstructuur (kerkgenootschappen als eigenaar) belemmert vaak flexibiliteit, financiering en herontwikkeling.

Denk aan alternatieven, zoals stichting- of coöperatiemodellen en maatschappelijke vastgoedfondsen.

5. Strategisch advies

Laat de transitie van kerkelijk Nederland verschuiven van religieuze instituties naar maatschappelijke infrastructuur, met vastgoed als scharnierpunt.

De woningcrisis vraagt om politieke actie.

De Terra Novum Group roept de Nederlandse politiek op om huisvesting eindelijk écht als mensenrecht te behandelen. Dat betekent: wettelijke verankering, bindende bouwdoelen, structurele financiering, een nationaal programma tegen dakloosheid en juridische handhaving.

Zonder deze maatregelen blijft huisvesting een marktproduct — met meer dan een miljoen ontbrekende betaalbare woningen en toenemende dakloosheid als gevolg. Internationale voorbeelden laten zien: alleen erkenning is niet genoeg. Het is tijd voor uitvoering.
