Medicare Today and Tomorrow
Political Solutions:

 Medicare as we know it today is funded through a government trust fund that is
projected to go insolvent in the year 2026. There are two different fixes proposed by
both Republicans and Democrats to provide a solution.
 The Republican Program:
1. Maintain the current ‘Private Insurance Program’ with shared increase of costs being
covered by the government, the private insurers and the beneficiaries.
2. Raise the eligibility age to 67 to enroll. The current eligibility age for Medicare is 65.
People’s life expectancy since the implementation of the program in 1967 has
significantly increased and people are working longer.
3. This would maintain a Multiple Payer System: the government, private industry and
beneficiaries.
 The Democratic Program:
1. Eliminate the ‘Private Insurers Program,’ and begin to implement a ‘Medicare for All
Program’ creating a defined contribution program funded by the Government and
Medicare Participants. This could be accomplished by eliminating the Medicare
eligibility age.
2. Reduce the eligibility age to 60 and reduce government payments to all Providers
(hospitals, nursing homes, drug companies).
3. This would eliminate the ‘Private Insurance Program’ and create a ‘Universal Health
Care System’ funded by a ‘Single Payer System,’ the Government and Beneficiaries.
Impact on Current Medicare Beneficiaries:
 Current beneficiaries would be grandfathered in and receive care under the existing
program.
 New beneficiaries under the Democratic Program (current aged 60 and older) would
receive benefits immediately.
 All beneficiaries under either proposal would have to experience a higher cost in order
to maintain solvency in the government trust fund.
