As New York prepares for a statewide winter storm system, we are sharing helpful resources you can pass along to your customers to be proactive and support home preparedness, protection, claims mitigation, and staying safe ahead of severe winter weather.

Over the coming days, NYCM will be posting winter storm safety and home protection tips across our social media channels, including Facebook and Instagram. These posts are designed to help policyholders take proactive steps that may reduce damage and prevent avoidable claims.

What you can do:
Watch for NYCM’s winter storm preparedness content on social media
Share or repost these tips to help your customers prepare
Encourage policyholders to take simple preventative actions, such as:

Property Protection
•Make sure you have fuel for heat
•Open cabinet doors under sinks to allow warm air around pipes
•Remove excessive snow from roofs, vents, and chimneys when possible

Preventing frozen pipes
•Allow faucets to drip slightly during extreme cold
•If home is unoccupied, ensure main water supply is shut off

Snow and ice safety
•Safely clearing snow and ice from walkways and entrances to reduce slip-and-falls

Emergency Preparedness
•Prepare an emergency supply kit

NFIP (National Flood Insurance Program) has expired: What you need to know now
As of Sept. 30, 2025, the National Flood Insurance Program has officially expired, following Congress’s failure to pass a continuing resolution or standalone reauthorization bill.

With hurricane season still underway, this lapse presents serious challenges for agents and their clients—especially those in flood-prone areas or facing real-estate closings. While past lapses typically have been short-lived, even brief disruptions can cause confusion and delay.

To help you navigate this period, PIA Northeast is sharing the Federal Emergency Management Agency’s official guidance and a summary of what agents can and cannot do during the lapse.

What this means for agents

During the lapse in NFIP authority:
• No new policies may be issued.
• Renewals and endorsements are restricted.
• Claims on existing policies will continue to be paid, but funding may be limited.
What you can and can’t do

Agents CAN:
• Service existing policies.
• Assist clients with claims.
Agents CANNOT:
• Issue new policies.
• Quote or bind coverage.
• Process endorsements that increase coverage.
Impact on clients
• Existing policies: Remain in force; claims will be paid.
• Renewals: May be processed only if payment was received before the lapse.
• New applications: Must have been submitted and paid before the lapse to be processed.
• Waiting periods: Coverage will not begin until the program is reauthorized.
• Commercial properties: Face the same limitations as residential properties.
What to tell clients
• Reassure them that existing coverage remains intact.
• Explain that new coverage is unavailable until Congress reauthorizes the program.
• Encourage clients to explore private flood insurance options if immediate coverage is needed.
What comes next

PIA Northeast is actively monitoring legislative developments and advocating for swift reauthorization of the NFIP. We will continue to provide updates as the situation evolves.
