Many times people jump at officials for not classifying an act like this as terrorism. If it is classified as such, many businesses may not qualify if they did not buy the extra terrrorism coverage. When a shooting occurs, it can be classified as a terrorist act, but when it comes to property, words can be mean someone not getting coverage.

If the Christmas Day bombing is classified as terrorism, some insureds may have to pay out of pocket for damages.
