🏡 Cook Properties applauds HUD’s proposed modernization of manufactured housing regulations.

For decades, manufactured housing has been one of America’s most affordable pathways to homeownership. HUD’s proposed rule would remove outdated requirements that add unnecessary costs to the construction of multi-story manufactured homes while maintaining the safety and quality standards homeowners deserve.

This may sound like a technical change, but the impact for families could be substantial. By reducing construction costs and allowing for more innovative home designs, manufacturers will have greater flexibility to build larger, multi-story homes that better meet the needs of today’s families.

For many New York families, especially those with multiple children, aging parents living at home, or multi-generational households, affordable larger homes have often been difficult to find. Traditional manufactured housing has largely been limited to single-story designs. This proposal opens the door to more spacious floorplans, additional bedrooms, dedicated office space, and new home designs that can deliver more living space without sacrificing affordability.

At Cook Properties, we’ve long believed that manufactured housing is one of the most effective tools available to address New York’s housing affordability challenges. We are encouraged to see HUD embracing innovation that can expand housing choices, lower costs, and help more families achieve the dream of homeownership.

At Cook Properties, we applaud Governor Kathy Hochul’s continued commitment to tackling New York’s housing affordability crisis through practical, forward-thinking solutions.

The newly announced EXPRESS NY regulatory reforms recognize an important reality: when unnecessary red tape is reduced, affordable housing can be delivered faster and at a lower cost to New Yorkers. We are particularly encouraged by the decision to eliminate the $25,000 bonding requirement previously associated with transporting manufactured homes, a change that will help make affordable homeownership more attainable across our state.

As New York’s largest owner and operator of manufactured home communities, Cook Properties sees firsthand the growing need for quality housing options that working families, seniors, and first-time homebuyers can afford. Every day, we are working to meet that challenge by investing in communities throughout New York, expanding housing opportunities, and offering homes that provide a pathway to homeownership at a fraction of the cost of traditional site-built housing.

Manufactured housing has become one of the most effective tools available for addressing the housing shortage while maintaining affordability, quality, and long-term value.
