The Benton-Franklin Governmental Conference was established as a voluntary association of the units of local government in the two-county region in 1966. The official name was changed to Benton-Franklin Regional Council (BFRC) in May 1991 and to the Benton-Franklin Council of Governments (BFCG) in 1998. The Benton-Franklin Council of Governments is structured under state law as a regional planning

commission (RCW 36.70.060), a council of governments (RCW 36.64.080), and a Regional Transportation Planning Organization (RTPO) (RCW 47.80.020). The Council of Governments presently claims 16 regular members, 1 associate member, 2 affiliate members, and 6 private sector members which represent the region’s approximate 270,000 population. A Sub-RTPO is established in Walla Walla County, allowing Rural Regional Transportation Planning in Walla Walla County to occur in concert with Walla Walla Valley MPO activities. As is the case elsewhere across the country, the problems facing this region’s local communities cannot be effectively solved within a single city or county. Such problems require cooperative action by all local governments within a region. The function of the BFCG is to facilitate a cooperative approach to regional problem solving.

🚧 SR 224 Construction Update 🚧

Here's a look at what's happening along the SR 224 Improvement Project this week:

🔹 Keene Road Roundabout Area
Work continues on the temporary bypass that will be used during the upcoming closure of the Keene Road/SR 224 intersection. Crews are installing storm drainage infrastructure and grading the future roadway alignment.

SR 224 remains closed between Keene Road and Paradise Way, with detours in place. The Keene Road intersection remains open for now, but a full intersection closure is currently scheduled to begin on June 22. Additional details and detour information will be shared this week.

🔹 Belmont Boulevard to 62nd Avenue
Traffic remains shifted to the north side of the roadway while crews continue excavation and roadway preparation on the south side. Upcoming work includes lighting installation, placement of base rock, and paving preparation.

Please remember that Meyers Street remains closed, and access to the mobile home park is available via 62nd Avenue.

🔹 62nd Avenue to the Post Office
Crews are wrapping up underground water system modifications and will begin installation of the reservoir drain line on June 22.

Drivers may encounter temporary one-lane traffic with flaggers between 7:00 a.m. and 3:30 p.m. at active work locations.

Request for Proposals (RFP): 2026 Regional Traffic Count Program

The Benton-Franklin Council of Governments (BFCOG) is initiating a request for proposals (RFP) from qualified firms for the BFCOG 2026 Regional Traffic Count Program. This RFP is open only to qualified firms or individuals who meet the requirements stated herein and are licensed and available to do business in Washington State.

The successful firm will capture 72-hour (Tuesday, Wednesday, Thursday) bi-directional counts at approximately 220 sites in Benton City, Connell, Prosser, and Benton and Franklin Counties. Data collection at each location would consist of vehicle volume, vehicle classification, and vehicle speed by 15-minute intervals. Counts are to be taken while harvest is in session (except in inclement weather or on holidays). Work conducted in the rural area would begin in August 2026 and conclude by the end of October 2026.
