The United States and Canada held the fifth round of negotiations to modernize the Columbia River Treaty regime February 27-28, in Washington D.C. The U.S. negotiating team will be holding Town Hall meetings throughout the Columbia River Basin to discuss the status of modernizing the treaty. Does the Clean Water Act apply to pollutants discharged into groundwater that migrate to a navigable waterway? The Supreme Court has agreed to hear County of Maui v. Hawaii Wildlife Fund, in which the 9th Circuit determined that the County of Maui violated the Clean Water Act when it discharged pollutants from its wells into groundwater, which made its way to the Pacific Ocean.

The Supreme Court agreed Tuesday to hear a major dispute with potentially far-reaching implications for how the federal government protects waterways from pollution.

The Environmental Protection Agency and the Department of the Army published their proposed revised definition of "waters of the United States" in the Federal Register on February 14. The proposed definition will be open for a 60-day public comment period, which closes on April 15, 2019.
