That is your cue to act, not to monitor the storm, not to see how the track develops. The time to fuel the car, pull out supplies, and finalize your plan is when the watch comes out, not after. A warning means conditions are expected within 36 hours. By that point, if you have not already prepared, you are competing with everyone else who waited. Gas lines stretch for hours.
