HISTORIC LEGISLATION

City Council has passed a bill making Philadelphia the first major city in the U.S. to ban police from stopping drivers for minor violations.

The DRIVING EQUALITY BILL, introduced by council-at -large member, ISAIAH THOMAS, will end common police stops for "secondary" violations such as: a single broken headlight or tail light, expired or missing emission stickers, improperly displayed plates, loud mufflers, etc..

Police nationwide, traditionally use these minor violations as a pretext for pulling vehicles over in search of greater crimes such a drug possession and illegal weapons. However, study after study show that Blacks and Latinos are far more likely to be detained than White drivers, even though less than 1% of these stops ever result in any charges. In Philadelphia alone, 72% of drivers stopped for minor infractions, are African American, even though Black people comprise only 43% of the city's population.

This law will go into effect in 120 days, giving adequate time to retrain police and other officials. It's estimated that the bill will result in 300,000 less stops per year!
