🚨 ATTENTION PHILADELPHIA LANDLORDS: Important Compliance Updates Effective Nov 1! 🚨
If you own or manage residential rental property in Philly, big compliance enforcement updates (Bills 250329-AA & 250330-AA) take effect on November 1.
Missing these steps can prevent you from legally collecting rent or filing for eviction if an issue arises. Here is a quick check on what you need to have in order:
🔑 1. Active Housing Rental License
Ensure your license is active and fully up to date. Under the new enforcement rules, collecting rent or recovering possession while noncompliant or under an expired license carries heavy legal risks. Bonus rule: Once issued or renewed, you must provide a copy of your license to your tenants within 7 days!
📜 2. Certificate of Rental Suitability (CRS)
A valid CRS must be provided at the start of every tenancy (issued within 60 days prior to move-in), alongside the owner’s attestation and the City’s Partners for Good Housing handbook. Starting Nov 1:
• Tenant Requests: Tenants can request a fresh CRS once every 90 days, and landlords have 10 days to deliver it.
• Eviction Filings: You must provide a fresh CRS issued within the last 30 days to both the court and the tenant to file an eviction action.
🏡 3. Health, Safety & Lead Certifications
Make sure all required lead-safe/lead-free certifications are filed and that the property has no open, uncorrected safety or fire code violations.
