As you can see in this article car insurance rates are driven by road safety, fatalities, injuries, car thefts (now finally Polis and the law makers have voted to make it a felony and not just a misdemeanor like it has been in the past in Colorado due to the legislation), inflation, hail/weather, costs of car parts and uninsured motorists, etc. which he claims there will be more serve penalties for not having insurance so we will see... And if as risks decrease (if they actaully do) will the Dept. of Insurance use their regulatory authority to reduce rates.
