With my next adventure in mind I am writing to let my colleagues, friends and relatives know that effective 8/31/21 I have resigned my position as Executive Director of Taala Fund. I verbally informed my board almost two months ago and sent a written letter a couple of weeks ago.
It has been an enlightening and rewarding experience for me. As the then new President of Quinault (back in 2009) Fawn asked about an IDA program (I was economic planner at the time.) I responded with, "Why don't we create a Native Community Development Financial Institution (CDFI), which can include an IDA program?" From there we took the concept to the economic development sub committee and they placed it as a high priority on the Comprehensive Economic Development Strategy (CEDS). I applied for 1% funds from QIN and we got it. The funds were to visit a nationally recognized Native CDFI (Four Bands) for a few days and glean information from them. And boy did we!! We also attended Oweesta training on whether a CDFI is right for us. From there we contracted with my dear friend and colleague Kathy Becker to assist us to maneuver through the CDFI process. We identified three steps to creating a CDFI. In late August 2009 we became incorporated and new Board President John Baller and I each contributed fifty cents toward opening Taala Fund's bank account. In 2010 we began business training. we also received 501 (c) 3 recognition. In 2012 Taala Fund became a certified Native CDFI (through the US Treasury.) My staff were Edcelena James and Wilma Hudson. Today we have five dedicated staffers and will likely continue to grow. We offer business loans, credit builder loans, home improvement loans, a disaster emergency business loan and soon.... an auto loan.
This is a GOOD parting! I've thought about it for two years but I've delayed it due to the pandemic and bringing staff through two audits during this pandemic. The board will still have me do some work for Taala Fund. I'll be a development specialist consultant or something like that, continuing to write and help manage grants, update policies, and create new loan products. First auto loans and, hopefully down the road, home development loans!
I will also be contracting with another Native CDFI. This work will be exciting as well because I will be working with other tribes.
It is hard to think of leaving, but I think we've come a long ways since John and I each contributed that 50 cents to open Taala Fund's bank account. It has been an amazing journey and I look forward to continuing that journey in another capacity.
Shirley Masten will serve as interim executive director for the time being. And, like I said, I'll still be there, part-time and in another capacity!! Siokwil to my board, my staff, my community, colleagues, funders, the Quinault Indian Nation for being a great catalyst and partner, Quinault Corporate, and the greater CDFI world.
