Finally! A fix to the "family glitch," which for years has made Affordable Care Act marketplace financial assistance inaccessible to many people because employer-provided coverage was considered “affordable” based solely on the cost for “single” (NOT FAMILY) coverage.

Under the rule change, millions of people with unaffordable employer-provided family medical coverage (employee share of the premium is more than 9.12% of household income for 2023) will now have access to the marketplace subsidies.

Just in time for people signing up for 2023 marketplace coverage during the open enrollment period that starts Nov. 1st.

An estimated $1 billion in rebates to be paid out this fall under the "MLR" (minimum loss ratio) provision of the Affordable Care Act.

Under the "MLR", insurers are required to spend at least 80% of premium revenues (85% for large group) on medical care and health care quality improvement. Rebates are to be paid by Sept. 30th.
