The wins keep coming for Medicare simplification and reform!
HUGE new piece of legislation being brought forward to help independent insurance agents do their jobs better, while restricting the unsolicited calls. If passed this will officially separate Call Centers from independent field agents. It is also a bi-partisan bill with both (R) and (D) support so even better!

S.2625 (119th Congress) - Independent BROKERS TIME Act of 2025
Introduced on 7/31/2025 by Senator Mike Rounds (R-SD). Co-sponsored by Senator Catherine Cortez Mastro (D-NV) This Bill would: Define and Differentiate TPMOs, separating Call Centers and Independent Agents/Brokers
* TPMOs - Call Centers “take into account whether third-party marketing organizations include call centers that are not physically located in the continental United States, publicly traded marketing companies, private equity financed marketing companies, and companies that generate the majority of their revenue by generating leads”
* Independent Agents/Brokers - “the Secretary shall take into account that independent agents and brokers include individuals who enroll and service clients, insurance agencies that represent multiple carriers, public agencies, and privately held agencies that in effect are variable cost sales offices for the carriers”
* Hold Lead Generators to the same licensing requirements as agents/brokers “Provide for a monetary reward to individuals who submit information on call centers engaging in, or that have engaged in, marketing scams related to the Medicare program”
“Provide a standardized registration process for independent agents and brokers” that will “distinguish independent agents and brokers from third-party marketing organizations”
* Oversight of predatory call centers.—The Secretary shall conduct a rulemaking proceeding to amend section 420.405 of title 42, Code of Federal Regulations (or any successor regulation), to provide for a monetary reward to individuals who submit information on call centers engaging in, or that have engaged in, marketing scams related to the Medicare program.
* Reduce burdens for independent agents / brokers with regard to new vs existing clients
Nullify [Remove] the 48-hr waiting period after signing a Scope of Appointment for independent agents and brokers.
Require the OIG to conduct a review and report on Predatory Call Centers within 1 year of the bill being signed into law.
