Security on a construction site creates value only when the system keeps working and someone owns the response.

Our fifth Choco SafeBuild research paper examines the connected-security model used by current ISO 45001-certified contractors: AI video analytics, access and vehicle controls, remote lighting and voice-down, resilient solar and cellular infrastructure, patrol escalation and documented closure.

Across the observed connected-security cohort:
• Crime and vandalism indicators declined by 80%.
• Theft- and inventory-related loss indicators declined by at least 50%.
• Approximately 90% of suspicious unauthorized-presence events were resolved remotely through lighting and voice-down.

The strongest deterrent is not the camera itself. It is the certainty that the person, vehicle, and event can be identified—and that the site can respond immediately.

Worker safety becomes an underwriting asset when controls are continuous, verifiable and closed-loop.

Choco Insurance and the SafeBuilders.com Alliance have completed the next chapter of our construction-risk research: Connected Worker Safety.

The study draws on a selective, operationally homogeneous cohort of current ISO 45001-certified contractors operating across thousands of smart sites. These are self-directed safety organizations that use preventive technology and share reviewable risk evidence.

Safeguard served as a central worker-safety platform in the research ecosystem. The model connects worker identity and authorization, qualifications and induction, PPE observations, high-risk permits, cameras, IoT, inspections and corrective action.

Tzomet Safety’s star-certification framework adds a maturity layer above the ISO 45001 management-system threshold, reflecting deeper field implementation, verification and continuous control performance.

The central finding is simple:

Detection is not prevention.

Prevention is a closed loop:
Signal → Context → Risk Decision → Owner → Response → Verification → Learning.

Safeguard customer analysis reported:

• More than 70% reduction in TRIR
• Performance five times better than the national construction average
• Regulatory violation rate reduced from 5.7% to 1.8% between 2018 and 2024
• Zero stop-work orders and contractor-license revocations in the analyzed period

These worker-safety outcomes are distinct from the broader Choco SafeBuild portfolio findings. Across the connected-risk cohort, the wider research recorded an approximately 70% reduction across accident, damage and claims indicators; an observed loss ratio below 30%; a conservative actuarial model at 45%; and potential Return on Safety of up to 35% for eligible contractors.

The research identifies a new construction-risk category: current ISO 45001-certified contractors that operate connected safety systems, share reviewable evidence and convert alerts into verified action.

Water damage on a construction project is rarely a single-point failure. It is a control-loop failure.

A developing abnormal condition is not recognized. Ownership is unclear. Isolation is delayed. Evidence is fragmented. The same weakness then recurs across floors, zones or trades.

Our new Choco SafeBuild research paper examines how that sequence can be materially changed.

The primary Munich Re–WINT study covered 66 construction projects. The 27 projects protected by smart monitoring and shut-off represented approximately 41% of the portfolio, yet accounted for only 11% of reported water-loss events and 4% of total reported loss cost.

HSB, part of Munich Re, subsequently reported 73% fewer claims and 90% lower payouts on WINT-protected construction sites.

The underwriting lesson is not “install a sensor.”

The insurable unit is the verified water-loss control loop:

Signal → context → risk decision → accountable owner → isolation and response → verification → underwriting evidence → learning.

ISO 45001 is not a water-engineering standard. Its value is organizational: current certification, active audits, defined accountability, competent response, operational control and continual improvement. IoT and AI then turn that discipline into continuous, reviewable evidence. Automatic isolation changes the loss trajectory.

This is the model Choco Insurance and the SafeBuilders.com Alliance are developing for a selective risk class of current ISO 45001-certified, self-directed contractors using connected prevention and sharing structured operating evidence.

Construction fire risk changes by the hour.

Hot work moves. Temporary power is reconfigured. Combustible loads shift. Permanent suppression may still be incomplete. A static inspection cannot describe a moving site.

Our latest Fire Risk Intelligence analysis examined a representative sample of the Choco Insurance contractor portfolio: an intentionally homogeneous, clearly differentiated risk class of current ISO 45001-certified contractors with self-directed safety management, preventive technology in active use, and structured sharing of connected IoT and AI data.

The findings:

• 67% fewer small fire incidents below the policy deductible.
• Large fire losses prevented across the observed cohort.
• 80% relative reduction in the fire-related loss ratio.

The external evidence explains why this operating model works.

NFPA reports an annual average of 4,440 fires in structures under construction in the United States, causing $370 million in direct property damage. Only 18% occurred between midnight and 6 a.m., but they produced 51% of the damage.

A peer-reviewed construction-site CNN study achieved fire-recognition accuracy above 90%. Gen Re describes the next underwriting layer: AI combining video, thermal imaging, sensors, building data and historical loss information for earlier detection, automatic response, predictive maintenance and dynamic exposure assessment.

The conclusion is practical:

A camera or sensor is not an underwriting control. It becomes one when it is connected to a named owner, measured response, escalation and verified closure.

ISO 45001 provides the management system.
IoT provides continuous evidence.
AI converts the evidence into action.
Insurance measures the result.

Construction safety creates financial value when performance is continuous, verifiable, and connected to underwriting.

Over the past four and a half years, Choco Insurance and the SafeBuilders.com Alliance worked with a select group of current ISO 45001-certified, self-directed safety contractors across thousands of smart sites.

The research ecosystem spans dozens of contractors and billions of data points from cameras, IoT, water, fire, engineering, quality, security, and operating systems. These signals were integrated into one 360-degree risk layer, with AI used to detect anomalies and accident patterns, score risk, route alerts and escalations, and verify response.

ISO 45001 provides the management-system foundation: audited controls, clear accountability, corrective action and continual improvement. IoT and AI then convert that operating discipline into continuous, reviewable evidence.

Across aggregated program data, the research recorded:

• Approximately 70% reduction across accident, damage and claims indicators.
• An observed portfolio loss ratio below 30%.
• Conservative actuarial modeling at a 45% loss ratio, 15 percentage points below a current market reference of 60% or more.
• Potential Return on Safety of up to 35% for eligible contractors, based on verified performance and program economics.

The work included collaborations across the construction-safety ecosystem, including Safeguard, WINT, Aveeor, advanced fire-system providers, IIOSH, the Israel Builders Association, contractors, insurers and industry leaders.

This creates a new construction-insurance category: safe contractors, current ISO 45001 certification, connected risk data, AI-enabled prevention, and insurance economics operating as one system.

A construction captive should begin with more than a promise of lower premiums.

It requires disciplined risk selection, reliable data, continuous prevention, appropriate capitalization, sound governance, underwriting, claims management, insurance, reinsurance and regulatory approval.

Choco SafeBuild is developing a proposed sector-specific captive around a shared ISO 45001 safety foundation.

The goal is to create an aligned structure in which eligible contractor members may participate in risk performance and long-term value under approved program terms.
