This just in for Pennsylvania Trucking Companies!

Pennsylvania Apportioned Registration expiration date has been extended to June 30, 2020 as per the attached document issued by the PA Secretary of Transportation.

Please carry a copy of this letter with you in your truck if you are operating after May 31, 2020 without a renewed cab card.

At this time there is still no messenger service, no counter service at PennDOT, and no word on whether or not the Farm Show Building will be open for apportioned service.

However, invoices are being processed and sent out either by USPS or by email.

I will continue to update you on any news that I become aware of.

Under the Agricultural Improvement Act of 2018 (aka, the "Farm Bill") h**p was removed from the definition of ma*****na under the Controlled Substances Act. Hemp-derived products are not considered as controlled substances as long as they contain less than 0.3% THC concentration. THC is the primary psychoactive component of ma*****na. This also applies to CBD products which are rising in popularity as treatments for anxiety, pain, etc. Anything containing over 0.3% concentration of THC remains classified as ma*****na, a Schedule I drug under the Controlled Substances Act.

In light of the many hangups with the FMCSA Clearinghouse website, let me offer this clarification from FMCSA regarding the January 6 deadline....

"A company is only in violation if they fail to register AND need to either conduct a query* or report information** to the Clearinghouse.

Not registering in itself is not a violation. Many employers who do not plan to hire anyone on January 6th can wait to register until such time as they need to report information or conduct the first limited annual query."

*A query is required for any new hires after 1/6/20
**A company is required to report any positive drug test results or test refusals after 1/6/20
