Today marks 25 years since September 11, 2001.

On this day, we pause to remember the nearly 3,000 innocent lives lost, honor the extraordinary bravery of the first responders who ran toward danger, and reflect on the families and communities forever changed by this tragedy.

The events of 9/11 left an indelible mark on our nation, but they also revealed the strength, resilience, and compassion of the American people. In the days and months that followed, we witnessed a remarkable spirit of unity that reminded us of what it means to stand together in the face of adversity.

Twenty-five years later, we continue to honor those we lost, recognize the heroes who answered the call, and carry forward the values of service, courage, and community that emerged from one of our nation's darkest days.

We will never forget.

News reports suggest that President Trump is considering proposals to cut the capital gains tax. The idea that the Treasury Department can act independently to change the rules for the capital gains tax has been floated before, but doubt that it has the authority to act. Absent administrative action, Congress would need to change the law and that is unlikely to occur in 2026. In this note, Brian Gardner, Stifel's Chief Washington Policy Strategist reviews some of the options and describes the significant hurdles that each proposal would face.
