In plain English, this means an improvement in mortgage interest rates due to improved confidence that the fed will be able to control inflation. Remember, inflation is the biggest enemy of mortgage rates.

Also, a First-time Homebuyer is defined as someone who "has not owned AND occupied a primary residence within the past 3 years".
