USDA has announced two additional actions under the Great American Cotton Plan:

🌱 MORE CROP INSURANCE FLEXIBILITY
RMA will allow producers, including cotton growers, to purchase multiple endorsements on a crop insurance policy for the 2027 crop year.

Final details are expected to crop insurance companies and agents by November 30, 2026.

🌎 SUPPORT FOR U.S. COTTON TRADE
USDA is also developing a trade mechanism for 2027 intended to encourage purchases of American cotton by linking qualifying apparel imports to preferential tariff treatment.

Important PRF Update!

The USDA Risk Management Agency (RMA) has provided additional guidance on the new Pasture, Rangeland, Forage (PRF) stocking rate requirements for the 2027 crop year.

If you carry PRF coverage on grazing acres, there are some important changes and clarifications you need to understand.

Here’s what producers should know:

✅ 25% Stocking Requirement: Producers must have an insurable interest in enough livestock to meet at least 25% of the applicable stocking rate for their insured grazing acres.

✅ Livestock Documentation: Verifiable records must be maintained to support livestock numbers and stocking rates. Acceptable records may include purchase and sale receipts, veterinary records, pregnancy checks, and other financial or livestock records.

✅ Records Upon Request: Stocking rate and livestock records do not need to be submitted routinely, but producers must be able to provide them when requested.

✅ Forage Type Matters: Producers are responsible for identifying the forage type that best represents their insured acreage.

Weather-related crop losses in 2023 or 2024? 🌾

September 30, 2026, is the deadline to apply for both Stage 1 and Stage 2 of the Supplemental Disaster Relief Program (SDRP).

SDRP provides assistance to eligible producers who experienced crop revenue, quality, or production losses from qualifying disaster events.

Even if you didn’t receive a crop insurance payment, you may still qualify for assistance through Stage 2.

Contact your local FSA office to review eligibility and submit your application by September 30.

ARC/PLC enrollment is open!

Producers can now make their 2026 Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) elections and enroll through FSA.

TWO CROP YEARS. TWO ENROLLMENT WINDOWS:
• 2026 crop year: September 16–December 11, 2026
• 2027 crop year: November 2, 2026–March 15, 2027

Keeping your current program choice? You still need to address enrollment. Previous multi-year contracts ended in 2025, so don’t assume last year’s paperwork has you covered.

CHECK YOUR BASE ACRE NOTIFICATION:
FSA’s new base acre allocations include a 3.69% prorated reduction to newly allocated acres because eligible acreage exceeded the nationwide cap. This adjustment applies to new allocations, not your existing base acres. Notifications are available online or through your county FSA office.

REVIEW THE CROP INSURANCE CONNECTION:
The restriction tying Supplemental Coverage Option (SCO) eligibility to ARC participation has been removed.

REMINDER:
Cotton producers: enrolling seed cotton base acres in ARC or PLC makes planted upland cotton acres on that farm ineligible for STAX. Review that decision with your crop insurance agent before enrolling.
