The WHEDA Foundation was created to enable the Authority to expand the scope of its work by providing financial support for initiatives that complement WHEDA's mission. The Housing Grant Program (HGP) specifically supports organizations throughout Wisconsin that directly provide shelter and other services to people experiencing homelessness.
Community Action, Inc.'s Twin Oaks Shelter for the Homeless was able to use a grant award from the 2025 HGP to make essential repairs to three rooms. Facility improvements significantly improve the safety and appearance of housing units, and allow organizations to preserve their operational funding for day-to-day services.

Thanks to Wisconsin Housing and Economic Development Authority (WHEDA)’s Support, CAI's Twin Oaks Shelter for The Homeless Family Units Receive Critical Upgrades
The 2025 housing grant from WHEDA provided essential funding to complete the rehabilitation of three family shelter units at Community Action, Inc.’s Twin Oaks Shelter for the Homeless.
As the only permanent, year-round homeless shelter serving Walworth County, Twin Oaks operates with limited funding that is largely dedicated to daily operations and maintaining an aging facility. This supplemental funding from WHEDA was critical in addressing significant deterioration within several family shelter rooms—improving safety, functionality, and overall livability for the families we serve.
The rehabilitation project focused on Rooms 9, 10, and 11, which had experienced years of wear and tear and required substantial repairs and updates. Improvements included renovations to windows, doors, drywall, ceilings, trim, flooring, and complete upgrades to bathrooms—such as showers, sinks, vanities, and toilets—across both living and main areas.
These enhancements have significantly improved the condition and appearance of the units, creating a safer, more comfortable, and welcoming environment for families experiencing homelessness.
