CMS dropped the CY2027 agent and broker compensation memo on June 1.

Worth noting: the rates were calculated under the pre-2025 methodology, since a federal court vacated parts of the CY2025 Final Rule last August and the government didn't appeal.

Now the part that's getting less attention. Three callouts in this memo seem to be in conversation with each other:

1. CMS is putting carriers on notice that complex decision-making tools can function as barriers to enrollment forms.
2. Decision tools must cover every plan and PBP a carrier offers, not a curated subset. State Departments of Insurance have already issued cease and desist letters to carriers appearing to quietly de-market less profitable plans.
3. A new voluntary HPMS field opens June 29, letting plans flag, at the PBP level, whether they intend to pay $0 in agent compensation, plus the actual amount paid.

Read individually, three modest housekeeping items. Read together, they look like CMS quietly building visibility into a single concern: carriers steering enrollments away from PBPs that aren't profitable for them by limiting marketing exposure and zeroing out compensation.

Not predicting specific rulemaking. Not at the top of CMS's agenda today. But it's a storyline worth watching as CY2028 takes shape.

Plans have until 11:59 PM ET on July 31, 2026 to submit and attest. Rates go public on cms.gov ahead of AEP.

Your October calendar fills up in May or it does not.

The agents writing the most business in AEP did not find their clients in October. They built relationships in the spring, ran Service Reviews over the summer, and showed up to October with a full appointment calendar and a warm book.

Here is what you told us.

Most people are not skipping life insurance because of cost. They are skipping it because they have convinced themselves they do not need it yet.

That is the conversation your clients are having with themselves every day. The advisor who shows up and asks the question is the one who gets to help them.

It has a hospital copay. It has a DVH gap. It has out-of-pocket exposure that most clients on a fixed income cannot absorb without warning.

The agents who bring this up are the ones clients trust for life. The ones who do not are the ones clients blame when the bill shows up.
